Second Amendment to the Agreement with Moss Beach Homes, Inc.

 

Recommendation

Adopt a Resolution authorizing the execution of a Second Amendment to the Agreement with Moss Beach Homes (MBH), Inc., to add $205,000 for FY 2004-05 for a total obligation of $574,839. The term of this Agreement, August 20, 2002 through June 30, 2005, remains the same.

 

Background

In 2001, the Board of Supervisors decided to create a second receiving home known as the Tower House Receiving Home. MBH occupy the Tower House Receiving home to administer the change of placement program for dependent children. This program provides for those residents who benefit from being in a small facility with a higher degree of adult supervision.

 

On August 20, 2002, the Board of Supervisors approved an Agreement with MBH, for three years with only first year of funding, to provide residential services to all youth referred by the San Mateo County Human Services Agency, who are 12-18 years of age, and who have been discharged from previous out-of-home placements including foster homes, group homes, and hospital settings. The average stay in the program is planned to be from one to three months.

 

On June 10, 2003, the Board of Supervisors approved an Amendment to the Agreement with MBH to add the second year funding of the three year Agreement.

 

Discussion

This Second Amendment is to add the third year of funding of the three year Agreement. Performance Measures were set for this Agreement in FY 2001-02. The program has met their Performance Measures for Fiscal Years 2001-03. The average length of stay per child at Tower House during this period is seven weeks and eighty percent of the residents who left Tower House were placed in lower levels of care or less restrictive and more home-like environments. These Performance Measures will be continued and monitored for FY 2004-05.

This Amendment to the Agreement has been reviewed and approved as to form by the County Counsel’s Office. Risk Management has reviewed and approved the Contractor’s insurance coverage.

 

Vision Alignment

The Agreement with Moss Beach Homes, Inc., keeps the commitment of: Ensuring basic health and safety for all and goals number 6 and 8: Children grow up healthy in safe and supportive homes and neighborhoods and help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life. This Agreement contributes to these commitments and goals by providing children who are in need of out-of-home placement, have a safe transitional place to stay and the opportunity to learn life skills to assist them in achieving placement stability.

 

Fiscal Impact

The term of the Agreement with Moss Beach Homes is from August 20, 2002 through June 30, 2005. The Amendment adds $205,000 for FY 2004-05 for a total obligation of $574,839. This amount is expected to be fully reimbursed from state and federal funds. Funds have been included in the Out-of-Home Placement FY 2004-05 Recommended Level Budget. There is no Net County Cost.
