Amendment to the Agreement with Youth and Family Enrichment Services

 

Recommendation

Adopt a Resolution authorizing the execution of an Amendment to the Agreement with Youth and Family Enrichment Services (YFES) to add FY 2004-05 funds in the amount of $541,045 and extend the term of the Agreement from July 1, 2003 to June 30, 2007.

 

Background

YFES provide community-based prevention and case management services for clients in San Mateo County. These services included programs such as:

Your House South Residential Services, Youth Outreach Services, Family Law Services, Crisis Intervention Suicide Prevention Services, Daybreak Program for Homeless Youth/ Transitional Housing Program Plus (THP+), The Transitional Housing Placement Program (THPP), Emancipated Foster Youth Outreach and Aftercare Services (EFYOA).

On July 15, 2003, the Board of Supervisors approved an Agreement with YFES for the services listed above, to youth in the San Mateo County community. These service components have been developed to meet the requirements of recent State legislation to address the needs of emancipated foster care youth ages 12-16 and continue to provide essential services to adolescents ages 16-21.

 

Discussion

This Amendment is to add funds for FY 2004-05. YFES has submitted financial information indicating they are financially solvent and diversified. The County has valued the services provided by this agency and has found their management and staff to be responsive to the County regarding all performance measures. Performance Measures were set for this Agreement in FY 2003-04, and have been met. These Performance Measures will be continued and monitored for FY 2004-05.

This amendment includes $24,000 to provide transitional housing options for former foster youth who would otherwise be at risk for homelessness. These funds will be drawn down from the Transition Housing Program Plus funds and is available one-time only. County will continue to support and assist YFES in developing a diversified funding stream, both through the work of the Adolescent Collaborative Action Team and through letters of support for grant funding.

This Amendment to the Agreement has been reviewed and approved as to form by the County Counsel’s Office. Risk Management has reviewed and approved the contractor’s insurance coverage.

 

Vision Alignment

The Agreement with YFES keeps the commitment of: Ensuring basic health and safety for all and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at-risk youths and others- achieve a better quality of life. The Agreement contributes to this commitment and goal by providing safe and stable housing, counseling, resource information, provide outreach to at-risk youth and legal assistance.

 

Fiscal Impact

The term of this Agreement as amended is July 1, 2003 through June 30, 2007. The Amendment adds funds for FY 2004-05 in the amount of $541,045, of which $277,932 is funded through Child Welfare Services Funds, $120,000 is funded through the Independent Living Program and $119,113 is Net County Cost. Funds have been budgeted in the FY 2004-05 Children and Family Services Recommended Level Budget. The remaining one time amount of $24,000, from the Out of Home Placement Budget Unit, is reimbursed at 40% ($9,600) by State Funding and 60% ($14,400) is Net County Cost. This expenditure and Net County Cost have been budgeted in the FY 2004-05 Recommended Level Budget.
