SUBJECT:

Resolution No. 620-C approving the consolidated operating budget for the Housing Authority for the FY ending June 30, 2005.
Recommendation
Acting as the Board of Commissioners adopt Resolution No.620-C approving the consolidated operating budget for the Housing Authority for the FY ending June 30, 2005.
Background
The Housing Authority administers 15 separate housing programs and is authorized to provide housing assistance to 4,478 families.
For the FY ending June 30, 2005 the Housing Authority expects to start the year assisting 4,510 families but must reduce the number of assisted families to the 4,478 authorized.
Although there has been and continues to be uncertainty about the funding level the budget presented to the Board for review and approval represents a balanced budget by using reserves to fund the current projected shortfall.
Discussion
The $71,130,786 operating budget is a reasonable financial plan for the economical operation of the Housing Authority’s programs for the FY ending June 30, 2005.
This Resolution has been approved by the County Counsel’s Office as to form.
Vision Alignment
The budget keeps the commitment to: Offer a full range of housing choices and goal #9 – “Housing exists for people at all income levels and for all generations of families”. The budget contributes to this commitment and goal by providing funds to continue to operate all housing programs administered by the Housing Authority.
Fiscal Impact
This operating budget is for the FY ending June 30, 2005. There is no Net County Cost associated with this action. All funds for the operation of the programs come from the U. S. Department of Housing and Urban Development.
