RESOLUTION AUTHORIZING THE HUMAN SERVICES AGENCY DIRECTOR TO EXECUTE AMENDMENTS TO AGREEMENTS WITH FREE AT LAST AND PROJECT NINETY TO PROVIDE BAY AREA SERVICES NETWORK DRUG TREATMENT SERVICES TO PAROLEES

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Alcohol and Drug Services received a state allocation in the amount of $379,535 for FY 2003-04 for drug and alcohol services for parolees under the Bay Area Services Network (BASN); and

WHEREAS, on June 7, 2004, that Grant was increased by $185,344 for a Grant total of $564,879 for the term of July 1, 2003 through June 30, 2004, on the condition the additional funds are spent by the end of the current fiscal year; and

WHEREAS, the most efficient way to permit the expenditure of the funds is to authorize the Human Services Agency Director to execute Contract Amendments which increase the allocation to the BASN service providers; and

WHEREAS, there are a total of five BASN Agreements that need to be amended; and

WHEREAS, the Human Services Agency Director has already been authorized to sign three of the Amendments, as those are in an amount of $25,000 or less, but requires this Board’s authorization to sign Amendments with Free At Last, and Project Ninety, as those Amendments are in an amount in excess of $25,000; and

WHEREAS, it is therefore being requested that the Board of Supervisors authorize the Human Services Agency Director to sign the two remaining Amendments to the Agreements with Free At Last that will be increased by $74,071 for a total obligation of $587,041 and Project Ninety that will be increased by $74,071 for a total obligation of $1,181,497, so that funds do not expire; and

WHEREAS, this Board wishes to authorize the Human Services Agency Director to sign the Amendments referred to herein on behalf of the County of San Mateo.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors hereby authorized the Human Services Agency Director to execute Amendments with Free At Last and Project Ninety for and on behalf of the County of San Mateo, with the understanding that the authorization is limited to the expenditure of unanticipated BASN funds for Fiscal Year 2003-2004.
