Donation of a surplus property Generac Generator to the San Mateo Rotary Floritas Associates, L.P., a non-profit organization, to provide back-up power to the Rotary Floritas Senior Housing Development

 

Recommendation

Adopt a Resolution authorizing the Human Services Agency to donate a surplus property Generac generator and related electrical switch box with an approximate value of $8,500, to the San Mateo Rotary Floritas Associates, L.P., a non-profit organization, to provide back-up power to the Rotary Floritas Senior Housing Development.

 

Background

The Rotary Club, a service provider, and Mid-Peninsula Housing Coalition, an affordable housing developer, each formed nonprofits, respectively known as Rotary Haciendas, Inc., and Mid-Peninsula Coastside, Inc. In turn, these nonprofits formed a limited partnership, the San Mateo Rotary Floritas Associates, L.P. The purpose of the limited partnership is to develop fifty units of affordable senior housing known as the San Mateo Rotary Floritas Senior Housing Development. On October 21, 2003, the Board of Supervisors approved $400,000 in Housing and Community Development Home funds to be used toward the acquisition of the housing site. The site has now been purchased and ground breaking will occur soon.

In 1999, the
Human Services Agency (HSA) installed the Generac generator (the generator) on an emergency, temporary basis to provide back-up power in the face of the threat of interrupted power presented by Y-2K. The generator provided back-up power to HSA’s data center and related computer systems and programs located at 400 Harbor, Belmont, CA.

Subsequently, the Agency’s data center has been expanded to accommodate the systems necessary to support new State and Federally mandated programs including: Electronic Benefit Transfer (EBT); Direct Deposit; CalWin; Healthy Families; and Alcohol and Drug and Homeless data reporting. This expansion placed new electrical demands on HSA’s infrastructure that were not anticipated at the time of the installation of the generator in 1999. The new demands exceeded the capacity of the generator to provide back-up support.

To guarantee the integrity of HSA’s technical capacity and to guard against system failures, a new generator with greater capacity was needed. On August 12, 2003 the Board of Supervisors approved the HSA’s recommendation to purchase and install a new diesel powered generator with sufficient capacity to meet current and foreseeable needs for electrical back-up power. Installation of the new diesel powered generator was completed earlier this month. Currently, the old Generac generator is being stored for surplus disposition.

 

Discussion

Donating the surplus generator to the San Mateo Rotary Floritas Senior Housing Development will provide emergency back-up power to the development’s elevator, common area lighting and community meeting room. This will enable the development to maintain basic emergency functions for the senior residents who are most vulnerable during power failures.

Ordinance Code Section 2.92.120 permits the Purchasing Agent to dispose of surplus property.  The Purchasing Agent is in agreement with the proposed donation and desires confirmation of the donation by the Board.

The recommended action has also been reviewed and approved by County Counsel.

There is no Net County Cost associated with this donation.
