Approval of the Non Disposal Facility Element Revision to the County’s Integrated Waste Management Plan

 

Recommendation

Adopt a resolution approving the Non Disposal Facility Element (NDFE) Revision to the County’s Integrated Waste Management Plan.

 

Previous Board Action

Approved the Five-Year Countywide Integrated Waste Management Plan Review Report (Report) and authorized the Director of Public Works to send the Report to the California Integrated Waste Management Board (CIWMB) and the San Mateo County AB 939 Local Task Force (LTF), which is the City County Association of Governments (C/CAG).

 

Key Facts

1.

The NDFE Revision was recommended as part of the Plan Review Report.

 

2.

The LTF has approved the updated list of facilities for the entire County. The facilities in the County’s NDFE Revision are taken from the LTF’s updated list.

 

Discussion

Each jurisdiction in the County, and the County, has an NDFE specific to the respective jurisdiction. The NDFE compiles information on the non-disposal facilities that are either located in the jurisdiction or that accept and recycle material from the jurisdiction.

 

The following facilities have been added to the County’s NDFE Revision: the proposed Ox Mountain Construction and Demolition Materials Sorting Facility and the Pacifica Recycling Yard.

 

All other descriptions of facilities in the NDFE have also been updated in the proposed NDFE Revision.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to be a “responsive efficient and collaborative government” as updating the NDFE complies with the requirements of the CIWMB within the time specified by the CIWMB.

 

Fiscal Impact

The staff time involved in compiling the data for the NDFE Revision was included in the appropriation for solid waste activities that is financed by the Solid Waste Fund.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
