SUBJECT:

Permit for use by the San Mateo County Superintendent of Schools of unimproved County-owned real property for the construction of a community school on Tower Road, Unincorporated San Mateo County. (Permit No. 5300)

 

Recommendation

Adopt a Resolution authorizing the President of the Board of Supervisors to execute a Permit For Use Of Real Property ("Permit") with the San Mateo County Superintendent of Schools, for a 1.2 acre portion of Assessor's Parcel 041-320-110, and authorizing the County Manager or his designee to accept, execute and/or agree to on behalf of the County, any and all amendments, options, notices, consents, approvals, and documents in connection with the Permit.

 

Background

The County Office of Education has established community schools throughout the County to provide an appropriate and effective atmosphere for the education of students who need special attention that cannot be provided in local schools.


Discussion

The Office of Education has requested that the County construct a community school as part of the Youth Services Center Project. The proposed site is adjacent to the existing El Portal School, and convenient to the new Youth Services Center. The forty-year term of the Permit is adequate for purposes of financing construction. Compensation for use of the property is the nominal sum of $1.00 for the entire term.

 

County Counsel has reviewed and approved the agreement as to form.

 

Vision Alignment

The proposed lease agreement keeps the commitment of responsive, effective and collaborative government and goal number 20: Government decisions are based on careful consideration of future impact, rather than immediate gain. The lease contributes to this commitment and goal by providing the Superintendent of Schools a conveniently located and cost effective solution to providing services to residents of the County.

 

Fiscal Impact

There is no net County cost. The total compensation for the forty-year term is $1.00.
