Recommendation
|
|
Adopt a Resolution authorizing:
|
|
|
1.
|
The waiver of the Request for Proposal Process (RFP);
|
|
|
2.
|
The execution of Flat Rate Agreements with: 1) Asian American Recovery Services, Inc. ($371,115); 2) Daytop Village, Inc. ($708,100); 3) El Centro De Libertad ($368,807); 4) Free At Last ($512,955); 5) Horizon Services, Inc. ($562,635); 6) The Latino Commission ($420,877); 7) Project Ninety Inc. ($1,038,892); 8) Pyramid Alternatives ($241,300); 9) Service League of San Mateo County ($232,756);
10) Sitike Counseling Center ($249,078); 11) Youth and Family Enrichment Services ($771,389); and 12) Women’s Recovery Association ($763,528); and

The Director of the Human Services Agency to execute amendments and minor modifications during the term of the Agreements; however, as to each Agreement, such authority is limited to:

|
a)
|
Reducing the County’s maximum fiscal obligation in the event there is a commensurate reduction in the funding received by the County;
|
|
|
|
b)
|
Increasing the County’s maximum fiscal obligation in the event there is a commensurate increase in funding received by the County; however, said increase shall be limited to a total of $25,000 per Agreement; and
|
|
|
|
c)
|
Making changes in the types of services provided by the Contractors, as long as the changes have no impact on the County’s maximum fiscal obligation
|

|
Background
|
In FY 2001-02 Alcohol and Other Drug Services (AOD) conducted separate RFP for its prevention, perinatal and Bay Area Services Network (BASN) parolee treatment services for services.
|
|
On October 29, 2002, the County of San Mateo entered into Flat Rate Agreements with various service providers for alcohol and drug prevention and treatment services, which included prevention, perinatal, and Bay Area Services Network (BASN) parolee services that were recommended through three separate RFP processes. In addition, several of the Agreements included services funded through one-time funds and/or nonreimbursable services which are entirely supported by client fees.

On January 28, 2003, through the State Negotiated Net Amount (NNA), Drug/Medi-Cal, State CalWORKS, State AID Public Safety, and County Funds the provisions of Residential Treatment, Intensive Day Treatment, Nonresidential Treatment and Treatment Readiness Services were added to the scope of services provided by the Contractors.

Discussion
|
There are a total of twenty-three (23) Providers that the County plans to contract with for Flat Rate Services for FY 2004-05. Of these twenty-three (23) Agreements, twelve (12) require Board of Supervisors’ approval, ten (10) are County Manager’s Office (CMO) approval level and one (1) is Human Services (HSA) Director approval level. Due to budget cuts and reduced funding in FY 2003-04, treatment capacity was reduced throughout our service system. These reductions will continue to impact treatment capacity in FY 2004-05.

During FY 2004-05, a myriad of alcohol and drug treatment and prevention services will be provided through these Agreements to youth and adults in San Mateo County. Services will include, Nonresidential Treatment, Residential Treatment, Needle Exchange Services, Driving Under the Influence Programs, Deferred Entry of Judgment Programs, Aftercare Services, Intensive Day Treatment Services, Perinatal, Treatment Readiness Services, and a variety of alcohol and drug prevention services.

The Board of Supervisors is being asked to waive the RFP process as it is in the County’s best interest to continue to contract with these Contractors so there is no break in services to the community and in order to provide stability to the network of service providers as the County works through the transition in Proposition 36 program design.
|

The Resolution and Agreements have been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractors’ Insurance coverage.
|

Performance Measures
|
Alcohol and Drug Service Providers are in compliance with the Human Services Agency’s Outcome Based Management (OBM) Program Plan. Following are the recommended Performance Measures included in the OBM Program Plan for alcohol and drug prevention and treatment services.

Vision Alignment
|
These flat rate Agreements are consistent with the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality for life. The Agreements contribute to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

Fiscal Impact
|
The term of these Agreements are from July 1, 2004 through June 30, 2005. Total funding for the twelve (12) Agreements is $6,241,432. The funding sources are provided through the State Net Negotiated Amount (NNA), Bay Area Services Network (BASN), CalWORKS Funded Alcohol and Drug Treatment Services, and the County Funded Alcohol and Drug Treatment Services with the Net County Cost of $1,817,958. All funds are included in the FY 2004-05 Approved Budget.
