Application for Federal Surface Transportation Program Funding for 2005-2006

 

Recommendation

Adopt a resolution authorizing the Director of Public Works to submit an application for Local Streets and Roads Shortfall Second Cycle Federal Funding to finance the resurfacing a portion of the Alameda de las Pulgas, Valparaiso Avenue, and Harkins Avenue in the West Menlo Park Area.

 

Key Facts

1.

The City County Association of Governments (C/CAG) administers the allocation of Federal Funding for roads, that is made available through the Metropolitan Transportation Commission (MTC).

C/CAG has informed us that the County is eligible and can apply for and obtain Federal Funding pursuant to the Local Streets and Roads Shortfall Second Cycle Program (Program Funds).

   

3.

The Program Funds must be spent on roads that have been identified as being on MTC’s Metropolitan Transportation System (MTS) or immediately adjacent to the MTS.

   

4.

The roads that we are proposing to resurface meet MTC’s requirements.

   

Discussion

C/CAG has informed us that Program Fund will be available beginning in the 2005-06 fiscal year, and that the application for the funds have to be made now in order to comply with C/CAG’s application instructions. We evaluated the Pavement Condition Index of the County roads that are included in the MTS and believe that a portion of the Alameda de las Pulgas and Valparaiso Avenue will need to be resurfaced by the 2005 fiscal year. We are also recommending including Harkins Avenue, as this street also meets MTC’s guidelines for the expenditure of Program Funds and will need to be resurfaced. The inclusion of Harkins Avenue will also allow us to take full advantage of the Program Funds that will be made available to the County.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to “ensure basic health and safety for all” and Goal Number 7 “maintain the public safety of all residents and visitors,” as applying of the Program Fund will allow us to improve the condition of these roads for the benefit of the public.

 

Fiscal Impact

The total project is greater than the grant amount as the local agency has to provide at least 11.47% of the total project funding. The project is proposed to be financed as follows:

We are proposing to initially finance the project with Road Funds as Program Funds are received on a reimbursable basis. We will appropriate the required funds in the fiscal year that the Program Funds will be made available and reimburse the Road Fund once Program Funds are received.

 

There is no impact to the General fund.

 

A form of resolution that complies with the format as required by MTC has been approved by County Counsel.
