Increase in Contract Authorization – Phase II - Renovation of Windows and Glazing - Building A & B of the Maguire Correctional Facility, Redwood City (Projects No. P7D02, P7D03 & P7G01)

 

Recommendation

Adopt a resolution authorizing an increase of $377,300 in the “Not-To-Exceed” payment limit for contract costs for the Renovation of Windows and Glazing in Building A & B of the Maguire Correctional Facility for Additive bid items 1 through 6 inclusive.

 

Previous Board Action

Adopted Resolution No. 66649 on May 11, 2004, awarding a contract for the Renovation of Windows and Glazing in Building A & B of the Maguire Correctional Facility to Best Roofing and Waterproofing, Inc.

 

Key Facts

1.

The original contract has a “Not-to-Exceed” limit of $418,000, which would normally cover all contract costs and any extra work usually associated with similar improvements.

 

2.

The contract was bid with additive bid items as it was anticipated that an appropriation for additional window renovation work would be approved in the 2004/2005 Fiscal Year Budget by your Board, and the additive bid items could be done by the same contractor if their bids were reasonable and if we were satisfied with the contractor’s work.

 

3.

We are satisfied with the contractor’s work and his additive bids were the lowest bids received.

 

Discussion

The current contract scope of work includes the repair of the west side windows of Building A and the replacement of security glazing on the north side of Building B from Level 2 to 6.

 

The following work is recommended as it will complete the window renovations at the Maguire Facility:

 

Additive Bid No. 1:

Renovate all 2nd floor windows on the North Elevation (Bradford Street) of Building A.

$64,000

 

Additive Bid No. 2:

Renovate all 3rd floor windows on the North Elevation (Bradford Street) of Building A.

$64,000

 

Additive Bid No. 3:

Remove and replace all sealant and backer rod in the vertical and horizontal joints of the concrete panels on the North Elevation (Bradford Street) of Building A.

$18,000

 

Additive Bid No. 4:

Clean and apply water repellant coating at all concrete panels on the North Elevation (Bradford Street) of Building A.

$21,000

 

Additive Bid No. 5:

Remove the existing glazing and replace with new security glass at the West Elevation, Level 3 through 6 Mezzanine of Building B.

$146,000

 

Additive Bid No. 6:

Remove the existing glazing and replace with new security glass at the West Elevation, Level 2 of Building B.

$30,000

 
 

Contingency - Ten percent (10%)

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, “maintain and enhance the public safety of all residents and visitors” of the Shared Vision Commitment to “ensure basic health and safety for all,” as the renovation of windows and replacement of security glazing will enhance the security of the Correctional Facility.

 

Fiscal Impact

The proposed change will increase the original “Not-To-Exceed” amount from $418,000 to $795,300 if your Board approves the proposed resolution. Funds for the work were appropriated in the 2004/05 Fiscal Year Budget and are available from the General Fund, Criminal Justice Fund and Prop. 172 Funds.

 

There is no additional impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
