Resurfacing of the Runway at the Half Moon Bay Airport –
(AIP Project No. 3-06-0097-06)

 

Recommendation

Adopt resolutions:

 

a)

awarding and authorizing execution of a contract for the Resurfacing of the Runway at the Half Moon Bay Airport; and

 

b)

authorizing the President of the Board to execute a grant agreement with the California Department of Transportation for a 4.5% matching grant (i.e. 5% match to the Federal 90% grant) to finance the resurfacing of the runway at the Half Moon Bay Airport.

 

Previous Board Action

1.

Adopted Resolution No. 64822 accepting airport improvement grant No. 3-06-0097-06 from the Federal Aviation Administration (FAA) to resurface the runway at the Half Moon Bay Airport.

   

2.

Adopted Resolution No. 66711 adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 

Discussion

Receipt of Bids

On July 13, 2004, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $787,200 was the lowest bid received.

 

The Engineer’s estimate was $927,000. A summary of the bids received is as follows:

We have also reviewed the contract documents and have determined that the Affirmative Action program of Granite Rock Company dba Pavex Construction Division is in accordance with the current Affirmative Action Guidelines.

 

State Matching Grant

The California Department of Transportation has indicated the Division of Aeronautics may provide a State matching grant equivalent to five percent (5%) of the Federal 90% grant, which is equivalent to four and one-half percent (4.5%) of the project’s cost. We are recommending that your Board authorize the President of the Board to execute the grant agreement and the Director of Public Works to sign any other documents such as payment requests associated with the grant, since the grant is received on a reimbursable basis.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Vision Commitment to “ensure basic health and safety for all” and Goal Number 7, “maintain and enhance the public safety of all residents and visitors,” as the proposed project will improve the condition of the Airport’s runway surface and increase the visibility of runway markings for the benefit the Airport users.

 

Fiscal Impact

The FAA grant finances 90% of the costs of the project. The low bid is $787,200 which is approximately 15% below the engineer’s estimate of the $927,000. We are recommending that the not to exceed amount that we are authorized to pay the contractor be increased to “match” the engineer’s estimate in order that additional work, if approved by the FAA, can be accomplished under this contract. The work will consist of repairing and paving taxiway areas adjacent to the runway. The contract is bid on a unit price basis (i.e., cubic yard of material used, ton of asphalt concrete placed, etc.) and a contract change order will be written to extend the limits of the work and the contractor will be paid for the extra work based on the unit prices that he submitted for this project.

 

The project will be initially financed from the Airport Enterprise Fund as the federal and state grants are received on a reimbursable basis. The final cost distribution will be as shown once the grants are received:

The Airport Enterprise Fund will provide the additional estimated $41,700 proposed to be provided by the State if the State matching grant is not realized.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
