SUBJECT:

Sanitary Sewer Improvement Project - Selby Lane, El Camino Real, Berkshire Avenue, and Middlefield Road – Fair Oaks Sewer Maintenance District (County Project No. SF700, F-36 [373B])

 

Recommendation

Acting as the governing Board of the Fair Oaks Sewer Maintenance District, adopt a resolution awarding and authorizing execution of a contract for the Improvement of Sanitary Sewer Mains on Selby Lane between Selby Lane and El Camino Real, El Camino Real between Stockbridge Avenue and Berkshire Avenue, Berkshire Avenue between El Camino Real and Middlefield Road, and at the Intersection of Middlefield Road and Berkshire Avenue.

 

Previous Board Action

1.

Adopted Resolution No. 66660 on June 8, 2004, which adopted plans and specifications, determined prevailing wage scales and called for sealed proposals for the above-mentioned project.

 

2.

Authorized the Director of Public Works to execute agreements with cities, utility companies, and special districts for work less than $50,000 proposed to be done in conjunction with County improvement projects.

 

Discussion

On Tuesday, July 6, 2004, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $1,349,779 was the lowest bid received.

 

The Engineer’s estimate was $1,767,000. A summary of the bids received is as follows:

We have reviewed the Contract documents and have determined that the Affirmative Action program submitted by JMB Construction, Inc. is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to “ensure basic health and safety for all” and Goal Number 7, “maintain and enhance public safety of all residents and visitors,” as it will improve the conditions of the sewer system for the benefit of the public.

 

Fiscal Impact

The total estimated cost for construction is $1,485,000, which includes a ten percent (10%) contingency (approximately $135,000) as the work is bid on a unit price basis (i.e., per linear foot of pipe, per ton of asphalt concrete, per each for sanitary sewer lateral connections, etc.). The contingency is used to pay the contractor for any additional units of items used, as the actual costs will be based on the unit weight of the material or the tolerances associated with the placement of material, the actual length of pipe placed, actual number of service connects made, and for any other unknown or unforeseen work that may be required. Funding for the project will be financed as follows:

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel. The Director of Public Works will execute the agreement with the California Water Service Company as authorized by your Board if the resolution awarding the project is approved.
