Agreement with the San Francisco Redevelopment Agency for the Housing Opportunities for Persons with AIDS Grant

   

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with the San Francisco Redevelopment Agency for the Housing Opportunities for Persons with AIDS Grant for Fiscal Year 2004-05.

 

Background

The San Mateo County AIDS Program (SMCAP) receives Housing Opportunities for Persons with AIDS (HOPWA) funding through a multiple year Federal Act administered by the Department of Housing and Urban Development (HUD). The purpose of this Act is to provide local communities with the resources to meet the housing and supportive service needs of persons with HIV/AIDS. HUD awarded a grant to the San Francisco Eligible Metropolitan Area (EMA), which includes San Francisco, San Mateo, and Marin counties. Funds for the San Francisco EMA are managed by the San Francisco Redevelopment Agency (SFRA). Each county receives a portion of the total award based on the number of persons living with AIDS in its jurisdiction.

 

On April 8, 2003, your Board approved an Amendment to the Agreement with SFRA for FY 2002-03, to receive $297,000 in one-time-only capital funds to acquire two (2) HOPWA-designated units in the new twenty-five (25) unit construction project sponsored by the San Mateo Mental Health Association (MHA).

 

Discussion

SFRA has awarded SMCAP $727,000 in HOPWA funds for FY 2004-05, to provide short-term rent and mortgage assistance; case management and attendant care services.

Capital funds in the amount of $297,000, previously approved by your Board, have also been included in the amount of this year’s award. SFRA allows contractors receiving capital funds for construction projects a longer period of time to utilize these funds because of the more complex nature of this type of projects; the deadline to use the funds is June 30, 2005. MHA has begun the construction process of the housing project and will ensure that all capital funds are used by the deadline.

County Counsel has reviewed and approved this agreement.

Vision Alignment

The contract with SFRA allows the AIDS Program to keep the commitment of ensuring basic health and safety for all and goal number 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life. It also keeps the commitment of offering a full range of housing choices and goal number 9: Housing exists for people at all income levels and for all generations of families. The contract contributes to these commitments and goals by providing an HIV Housing Assistance Program, case management and attendant care services to improve the quality of life for those living with HIV/AIDS.

 

Fiscal Impact

The term of this agreement is July 1, 2004 through June 30, 2005. The total amount of the agreement is $1,024,000: $727,000 of HOPWA’s funding for FY 2004-05, and $297,000 in capital funding, previously approved. Capital improvement funds were included in the FY 2002-03 AIDS Program budget, were carried over to FY 2003-04, and will be carried over to FY 2004-05. Funds for the current year’s allocation have been included in the recommended FY 2004-05 AIDS Program budget. Expenditures and revenues for services provided under this agreement, including reimbursement for administration and monitoring of the contract being performed by existing AIDS Program staff, are covered by the HOPWA allocation; there is no net county cost.
