Amendment 2 to the Agreement with the California Department of Aging for Title III/VII of the Older Americans Act (OAA) of 1965

 

Recommendation

Adopt a resolution authorizing the President of the Board of Supervisors to execute Amendment 2 to Agreement No. FF-0304-08 for Title III/VII with the California Department of Aging (CDA) for Fiscal Year 2003-2004

 

Background

Every four years the Area Agency on Aging (AAA) is required to submit a Planning and Service Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo’s OAA allocation.

 

On August 21, 2001, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2000-05. This plan, together with the annual budget, fulfills CDA’s requirements and generates a contract from CDA for funding.

 

CDA distributes additional funds or reduces allocations periodically throughout the fiscal year as funds become available or are decreased. On April 6, 2004, your Board approved Amendment 1 to the Title III/VII agreement, which provided an additional $324,433 in State and Federal funds. These funds were used to increase reimbursements for Supportive Services, Ombudsman, Home Delivered Meals, Congregate Nutrition, Health Promotion and Elder Abuse Prevention programs.

 

Discussion

Amendment 2 to the Title III/VII agreement decreases State funding for ombudsman services by $17,524. Aging and Adult Services received this Amendment to the 2003-2004 Agreement in late June. This reduction in Medi-Cal Reimbursement funds is a result of lower than anticipated revenues through the Ombudsman Initiative and does not impact core Ombudsman services. The funding reduction resulted in decreased volunteer recruitment to that program.

 

County Counsel has reviewed and approved this amendment.

 

Vision Alignment

This Amendment 2 to the existing agreement with CDA for Title III/VII keeps the commitment of ensuring basic health and safety for all and goal number 8: People-Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life. Funds for Title III/VII programs will contribute to this commitment and goal by providing a number of supportive, protective and preventive programs such as ombudsman, transportation, home delivered meals, congregate nutrition and adult day health care.

 

Fiscal Impact

There is no change to the term of this agreement, July 1, 2003 through June 30, 2004. The original agreement with CDA for Title III/VII was for $2,412,679. Amendment 1 added $324,433 to this agreement. Amendment 2 reduces the agreement by $17,524 for a total of $2,719,588. Any ongoing expenditures will be reduced if funds are not available in future years. There is no impact on the County General Fund as a result of this amendment.
