Amendment to the Agreement with the State of California Emergency Medical Services Authority to Implement an EMS for Children (EMSC) Program Update and Expansion Program

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with the State of California Emergency Medical Services Authority to Implement an EMS for Children (EMSC) Program Update and Expansion Program.

 

Background

In August 2003 your Board approved an Agreement with the State of California Emergency Medical Services Authority to Implement an EMS for Children (EMSC) Program Update and Expansion Program. The contract term is through June 30, 2004 and the total amount of funding for this Agreement is $54,000. The final phase of the project was unable to be completed within the term of the agreement.

 

Discussion

This amendment extends the term of the agreement through December 31, 2004. The amount of the agreement remains unchanged at $54,000.

 

The contract extension is needed in order to complete the project objectives related to specialized training for paramedics in the assessment and medical management of pediatric patients. The anticipated training provider, the Hospital Consortium of San Mateo County, is no longer conducting any training. We will be soliciting proposals from other paramedic continuing education providers to conduct the training.

 

We have received notice that there will be continued funding for this project for 2004-05. Another contract will be brought to your Board for approval when it is received from the State Emergency Medical Services Authority.

 

Vision Alignment

This grant keeps the commitment of Ensuring Basic Health and Safety for All and goal number 5: Residents have access to healthcare and preventative care, and 7: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life. The contract contributes to this commitment and goal because the grant will allow Health Services to ensure improved emergency medical care for children and integrate services for children with special needs into the EMS Program.

 

Fiscal Impact

The term of the Agreement is extended through December 31, 2004. The funding amount of $54,000 is unchanged. The unexpended funds, $9589, were included in the EMS Program budget for FY 2004/05. There is no net County cost associated with this Agreement.
