Amendment A-5 to the Agreement with the California Department of Health Services for the State AIDS Master Grant Agreement.

   

Recommendation

Adopt a resolution authorizing the President of the Board to execute Amendment A-5 to the Agreement with the California Department of Health Services (CDHS) for the State AIDS Master Grant Agreement (MGA) for Fiscal Years 2001-04.

 

Background

CDHS provides funding for several programs, including the Early Intervention Program, AIDS case management, AIDS surveillance, HIV anonymous testing, high risk testing outreach, a youth social marketing campaign, and HIV prevention education services.

 

On August 14, 2001, your Board approved an agreement with CDHS for $4,859,328 for the term July 1, 2001 through June 30, 2004 to fund the above-mentioned services. Your Board approved amendment A-1, decreasing the budget for the Education and Prevention section of the Agreement by $101,763, on May 7, 2002. Amendment A-2 increased the Counseling and Testing section of the Agreement by $37,000 and was approved by your Board on August 20, 2002. The case management section of the agreement was decreased by $26,412 and additional funds in the amount of $4,940 for implementation of the Evaluating Local Interventions information system were included in Amendment A-3 and approved by your Board on October 22, 2002. On June 10, 2003 your Board approved amendment A-4, which increased funds to the Evaluating Local Interventions section of the Agreement by $4,940.

 

Discussion

Amendment A-5, which was received by San Mateo County AIDS Program from the CDHS at the end of June 2004, decreases funding for the Education & Prevention section of the Agreement by $45,793, increases funding for the Case Management section by $6,000, and provides information for billing changes in the HIV Counseling and Testing section of the Agreement.

County Counsel has reviewed and approved this amendment to the agreement.

Vision Alignment

The contract with the California Department of Health Services keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life. The contract contributes to these commitments and goals by preventing HIV and improving the quality of life for those living with HIV/AIDS.

 

Fiscal Impact

This amendment does not alter the term of the original agreement, which is July 1, 2001 through June 30, 2004. The amount of the original agreement was $4,859,328. Amendment A-1 decreased the amount of the agreement by $101,763, Amendment A-2 added $37,000, Amendment A-3 decreased the agreement by $21,472, Amendment A-4 added $4,940 and Amendment A-5 decreases the agreement by $39,793, for a new total contract amount of $4,738,240. The amount of funds added and decreased by this amendment were included in the AIDS Program budget for Fiscal Years 2002-03 and 2003-04. There is no net county cost associated with this amendment.
