Human Services Agency

DATE:

August 10, 2004

BOARD MEETING DATE:

August 31, 2004

TO:

Honorable Board of Supervisors

FROM:

Maureen D. Borland, Director, Human Services Agency

Kathryn Ciamarro, Director of Automation

SUBJECT:

Second Amendment to the Agreement with Unisys

Recommendation

Approve a Second Amendment to the Agreement with Unisys increasing the amount by $44,202.40 for a total of $277,702.40 and extending the term to December 30, 2004.

Background

The Board approved a contract with Unisys Corporation in August 2003 to provide site work including electrical, data and voice wiring and auxiliary tasks to expand and support the Human Services Agency’s technical infrastructure. Included in this expansion was the migration from a simple server environment to a full-scale Data Center.

A Waiver of the Equal Benefits Ordinance was approved by the County Manager, and a copy of the Waiver is attached.

Discussion

With the addition of several new applications since that time, including software and hardware, it has been determined that the Data Center requires an additional universal power supply (UPS) back up system and an additional computer-grade air conditioning system. This equipment ensures uninterrupted operations and meets recommended industry standards.

This Second Amendment with Unisys provides for the professional services and labor required to install, test and service this equipment. The UPS and air conditioner have already been acquired through a separate Purchase Order.

Unisys’s support in the design and development of the Agency’s Data Center makes them uniquely qualified to provide this additional service.

Risk Management has reviewed and approved the Contractor’s insurance, and County Counsel has approved this Second Amendment as to form. The Director of ISD concurs with this decision.

Vision Alignment

The Agreement with Unisys Corporation keeps the commitment of: Responsive, effective, and collaborative government and goal number 21: County employees understand, support and integrate the County vision and goals into their delivery of services. This Amendment contributes to the County’s commitment by ensuring continued operation of our systems, meeting recommended standards to safeguard our infrastructure, and guaranteeing system performance and continuity of system access.

Fiscal Impact

This Second Amendment to the Agreement with Unisys will increase the amount by $44,202.40 for a total of $277,702.40 and extend the term. The term of the Agreement is now August 15, 2003 to December 30, 2004. The appropriation for this additional expenditure will be included in a September revision to the Recommended Budget for FY 04-05 and will be offset by Agency Fund Balance. There will be no Net County Cost.
