Freeway Agreement – State Route 101 and 380 in the Vicinity of San Francisco International Airport

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute a Freeway Agreement with the State of California Department of Transportation (Caltrans) that supercedes the Freeway Agreement entered into on June 22, 1971, in order to reflect changes in San Bruno Avenue near U.S. 101 that were constructed as part of access improvements to San Francisco International Airport (Airport).

 

Previous Board Action

Adopted Resolution No. 29138 on June 22, 1971, which approved the above-mentioned Freeway Agreement with Caltrans; the agreement covers that portion of State Routes 101 and 380 in the unincorporated area between the northerly city limits of Millbrae and the southerly city limits of South San Francisco.

 

Key Facts

The work on State Routes 101 and 380 in conjunction with Airport development necessitates a revision in the Freeway Agreement.

   

We delayed in recommending that your Board approve the Freeway Agreement until the drainage issues on the County maintained portion of San Bruno Avenue, which is within the area covered by the Freeway Agreement, were either resolved or the drainage was no longer a County responsibility.

   

The Airport has agreed to accept responsibility for the drainage in the subject area.

 

Discussion

San Bruno Avenue is within the area that is the subject of the existing Freeway Agreement between Caltrans and the County. The Agreement provides that Caltrans will maintain all the roadway areas except the surface of San Bruno Avenue which is maintained by the County, and McDonnell Road which is maintained by the Airport. San Bruno Avenue was modified to accept the on and off ramps that were revised in order to accommodate the expansion of the Airport, and this modification requires either an amendment or a new Freeway Agreement.

 

We delayed in recommending that your Board execute a new agreement until the issues regarding drainage, which was modified in this area as part of the construction, was resolved. The Airport is working on a long-term plan to resolve the drainage issues in and around its property adjacent to San Bruno Avenue and has agreed to assume responsibility for the drainage while alternatives are being evaluated. We are therefore recommending that the new agreement be executed.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment of a “responsive, effective and collaborative government” as the proposed agreement memorializes that the County approves of the modification of San Bruno Avenue that was accomplished as part of the work.

 

Fiscal Impact

The estimated cost of maintaining this section of San Bruno Avenue is $7,500 per year and is an ongoing Road Fund expense. There is no impact to the General Fund.

 

A form of resolution and agreement has been approved by County Counsel.
