Cost Sharing Agreement between the City of South San Francisco and the San Mateo County Flood Control District - Colma Creek Improvements – Spruce Avenue to San Mateo Avenue

 

Recommendation

Acting as the governing board of the San Mateo County Flood Control District (District), adopt a resolution authorizing the President of the Board to execute an agreement with the City of South San Francisco (City) for work requested by the City in conjunction with the Colma Creek Channel Improvement Project between Spruce and San Mateo Avenues (Project).

 

Previous Board Action

Awarded a contract for the Project.

 

Key Fact

An Agreement is necessary to provide for betterments requested by the City as part of this Project, and to reimburse the District for the costs incurred for the work.

 

Discussion

The Project lies within the incorporated limits of the City of South San Francisco and is part of the overall Colma Creek Flood Control Zone improvements authorized by your Board. The proposed agreement provides that the District will include additional work in conjunction with the Project and the City will reimburse the District for the additional work. The additional work includes the installation of a 36” sanitary sewer force main, resurfacing of a portion of San Mateo Avenue, removal of material between Linden Avenue and the railroad bridge, half of the additional costs incurred by the District to complete channel improvements from Spruce to Linden Avenues prior to winter 2005, and other items of work that may be agreed to in writing by the City and the District.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to be a “responsive, effective and collaborative government,” and Goal Number 22 “County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting their jurisdictions”, as executing the agreement provides a cooperative and coordinated approach to accomplish the requested work.

 

Fiscal Impact

The proposed agreement provides that the City will reimburse the District for the cost of their requested work, which is estimated at $200,000.

 

There is no impact to the General Fund.

 

A form of resolution and agreement has been approved by County Counsel and the City has executed the agreement.
