BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION (1) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; (2) AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH SHELTER NETWORK FOR THE MOTEL VOUCHER PROGRAM AND THE TRANSITIONAL HOUSING FOR FAMILIES WITH SPECIAL NEEDS PROGRAM; AND (3) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY TO (A) EXECUTE SUBSEQUENT AMENDMENTS AND MINOR MODIFICATIONS NOT TO EXCEED $25,000 PER FUNDING SOURCE; AND (B) APPROVE CHANGES IN THE TYPES OF SERVICES AND ACTIVITIES PROVIDED THAT THE CHANGES HAVE NO IMPACT ON THE COUNTY’S MAXIMUM FISCAL OBLIGATION

    RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

    WHEREAS, the best interests of the County of San Mateo would be served by waiver of the Request for Proposal, in that Shelter Network is considered a sole-source provider of motel vouchers for homeless families in San Mateo County; and

 

    WHEREAS, the parties wish to enter into an Agreement, to provide for the Motel Voucher Program and Transitional Housing for Families With Special Needs Program, for the period of July 1, 2004 to June 30, 2005, for a total obligation of $400,000.00; and

 

    WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance, an Agreement between the County of San Mateo and Shelter Network, reference to which is hereby made for further particulars, and the Board of Supervisors has examined and approved the same as to form and content and desires to enter into the same.

 

    NOW THEREFORE, IT IS HEREBY RESOLVED that the Board of Supervisors be, and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

 

    IT IS HEREBY FURTHER RESOLVED that the Request For Proposal process is hereby waived; and

 

    BE IT FURTHER RESOLVED, that the Director of the Human Services Agency shall be authorized to execute subsequent amendments and minor modifications to this Agreement during the term of the Agreement, provided however, that such authority is limited to (a) reducing or increasing the County’s maximum fiscal obligation in the event that there is a commensurate reduction or increase in funding received by the County, provided, however, that such increases shall be limited to a total of $25,000; and (b) making changes in the types of services and activities provided by Shelter Network under the Agreement, provided that the changes have no impact on the County’s maximum fiscal obligation to Shelter Network under the Agreement.
