RESOLUTION (1) AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH SHELTER NETWORK OF SAN MATEO COUNTY TO PROVIDE EMERGENCY AND TRANSITIONAL HOUSING FOR HOMELESS FAMILIES AND INDIVIDUALS AND (2) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY TO EXECUTE SUBSEQUENT AMENDMENTS AND MINOR MODIFICATIONS NOT TO EXCEED $25,000 PER FUNDING SOURCE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, pursuant to Section 570.201 of Title 24 of the Code of Federal Regulations, regarding the Community Development Block Grant (CDBG) Program, grant assistance may be used to fund eligible activities to be carried out by private nonprofit entities duly organized to undertake community development activities or by public agencies; and

 

WHEREAS, on May 4, 2004, the Board of Supervisors approved the CDBG funding for FY 2004-05, which included funding for this activity; and

 

WHEREAS, both parties now wish to enter into an Agreement, in the amount of $472,525.00 for the term of July 1, 2004 to June 30, 2005, in order for Shelter Network to provide emergency shelter and/or transitional housing for homeless families and individuals in the County; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance, an Agreement between the County of San Mateo and Shelter Network of San Mateo County for Provision of Homeless Shelter operations for the Fiscal Year 2004-05, reference to which is hereby made for further particulars, and the Board of Supervisors has examined and approved the same as to form and content and desires to enter into the same.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo; and the Clerk of this Board shall attest the President's signature thereto.

 

IT IS FURTHER RESOLVED, that the Director of the Human Services Agency shall be authorized to execute subsequent minor amendments and modifications to this Agreement during the term of the Agreement, provided however, that such authority is limited to (a) reducing or increasing the County’s maximum fiscal obligation in the event that there is a commensurate reduction or increase in funding received by the County, provided, however, that such increases shall be limited to a total of $25,000 per funding source; and (b) making changes in the types of services and activities provided by Contractor under this Agreement, provided that the changes have no impact on the County’s maximum fiscal obligation to the Contractor.
