Recommendation
|
Adopt a resolution accepting a grant, and for the execution of a grant Agreement in the amount of $225,000 from the Walter S. Johnson Foundation. The term of this grant is May 15, 2004 through February 28, 2006.

Background
|
The Walter S. Johnson Foundation’s two main goals are: ensuring the well-being of children and youth and strengthening public education. The Foundation approached the Workforce Investment Board several months ago to discuss how we could work together to provide increased employment opportunities for disadvantaged youth, particularly foster youth, in San Mateo County. A proposal was subsequently developed and accepted for funding.

Discussion
|
Walter S. Johnson Foundation requires that the Board of Supervisors sign this grant Agreement. This grant will provide employment and educational programs for disadvantaged populations in San Mateo County. Services will include but are not limited to: traditional career training programs, post-secondary education and training in life sciences or allied health related fields. The goals of this grant are to increase the effectiveness and efficiency of employment and educational programs for disadvantaged populations, and to increase resources for disadvantaged youth and adults to access traditional career training opportunities.

The total cost for employment and educational programs was originally proposed to cost $900,000, but some of the grants applied for were not awarded and some are still outstanding. The cost of these programs will be adjusted accordingly. County Counsel has reviewed and approved this grant as to form.

Vision Alignment
|
This grant keeps the commitment of: Provide equal access to educational opportunity and goal number 4: Residents have many educational and training opportunities beyond high school. This grant contributes to this commitment and goal by creating new workforce education and training courses that will be offered in partnership with local community colleges.

Fiscal Impact
|
The Amount of this grant is $225,000 and the term May 15, 2005 through February 28, 2006. The grant will be paid in increments. A total of $150,000 will be received in FY 2004-05 and the balance of $75,000 in FY 2005-06. The Recommended Budget for FY 2004-05 does not include appropriation for this grant. A September revision of the budget will be processed to increase both revenue and expenditure appropriations. There is no Net County Cost impact.
