Amendments to the Agreements with Service League of San Mateo County and Project Ninety, Inc.

 

Recommendation:

Adopt a Resolution authorizing:

 

1.

The execution of a First Amendment to the Agreement with Service League of San Mateo County and a Second Amendment to the Agreement with Project Ninety, Inc., extending the term of the Agreements for Nonresidential Alcohol and Drug Treatment Services to December 31, 2004.

 

2.

The Director of the Human Services Agency to execute amendments and minor modifications during the term of the Agreements, limited to:

 

a)

Reducing the County’s maximum fiscal obligation in the event there is commensurate reduction in the funding received by the County;

 

b)

Increasing the County’s maximum fiscal obligation in the event there is a commensurate increase in funding received by the County; however, said increase shall be limited to a total of $25,000 per fiscal year; and

 

c)

Reallocating funding and units of service between the different contracted modalities as long as the changes have no fiscal impact on the County’s maximum obligation.

 

Background

On December 18, 2001, the Board of Supervisors adopted a resolution accepting a thirty-six month United States Department of Health and Human Services (HHS) Center for Substance Abuse Treatment (CSAT) grant in the amount of $1,734,060, for the provision of substance abuse treatment for the homeless in San Mateo County. The initial term of the grant award was from September 30, 2001 through September 29, 2004.

 

On February 26, 2002, the Board executed Agreements with Service League of San Mateo County and Project Ninety, Inc., to provide a spectrum of substance abuse treatment services to homeless persons residing at three shelters in San Mateo County. The term of these Agreements corresponded with the original term of the grant, September 30, 2001 through September 29, 2004. The Agreement with Project Ninety, Inc., was subsequently amended on December 16, 2003 to reallocate a portion of funding between treatment modalities within that Agreement.

 

Discussion

Service League of San Mateo County and Project Ninety, Inc., are providing CSAT funded substance abuse treatment services to homeless individuals at the Maple Street, Safe Harbor and Clara Mateo homeless shelters in San Mateo County. Services include alcohol and drug abuse assessments, case management, substance abuse treatment and referrals to related services which include transitional housing.

 

Alcohol and Other Drug Services has requested a three month no cost extension of the grant period from CSAT for the Nonresidential Alcohol and Drug Treatment Services, because the program start-up was delayed in the first year of the grant period. This Amendment to the Agreements with Service League of San Mateo County and Project Ninety, Inc., will extend the term for Nonresidential Services to correspond with the extension of the grant term so that treatment services can continue through December 31, 2004. Estimated 75 -100 individuals will receive services during the additional three month period.

 

Vision Alignment

This Agreement keeps the commitment of: Realize the potential of our diverse population and goal number 1: Our diverse population works well together to build strong communities, effective government and a prosperous economy. The Agreement contributes to this commitment and goal by providing alcohol and drug treatment services to homeless individuals in San Mateo County.

 

Fiscal Impact

This Amendment extends the term of the Agreements to December 31, 2004. The new term is September 30, 2001 through December 31, 2004. The amounts of the Agreements, $423,000 for the Service League of San Mateo County and $567,000 for Project Ninety, Inc., will remain the same. This Amendment only extends the term of the Agreement. There is no Net County Costs.
