Fourth Amendment to the Agreement with Sor Juana Ines Center for Domestic Violence and Prevention (SJICDVP) now known as Community Overcoming Relationship Abuse (CORA)

 

RECOMMENDATION:

Adopt a Resolution authorizing execution of a Fourth Amendment to the Agreement with CORA to add $130,000 for FY 2004-05, for a new total Agreement amount of $553,600. The term remains October 1, 2002 through June 30, 2005.

 

BACKGROUND:

On October 22, 2002, The Board of Supervisors approved an Agreement with Sor Juana Ines Center for Domestic Violence Prevention (SJICDVP) in the amount of $125,100 to provide domestic violence services including shelter needs to clients of the Human Services Agency (HSA), twenty-four hour support line services, shelter assistance, a transitional housing program, education, counseling, support services, legal services, an emergency outreach program, job counseling and a children’s program for victims of domestic violence.

On May 6, 2003, The Board of Supervisors approved a First Amendment to the Agreement with SJICDVP to add $175,000 for the continuation of services for FY 2003-04.

On September 23, 2003, The Board of Supervisors approved a Second Amendment to the Agreement with SJOCDVP to add $123,500 received as a grant to add a new position for the Violence in Families Initiative Program (VIP).

On November 18, 2003, the Board of Supervisors approved a Third Amendment to the Agreement with SJICDVP to extend the term of the Agreement to June 30, 2005.

 

DISCUSSION:

HSA wishes to enter into a Fourth Amendment to the Agreement to change the name of the contractor from SJICDVP to CORA, which was effective May 24, 2004 (see attached certification of Amendment from the State) and to add funds in the amount of $130,000 to continue providing domestic violence services to clients for FY 2004-05 served by HSA. Additionally, the Amendment creates a new collaboration between CORA and HSA for the Family Self-Sufficiency Teams (FSST).

This Amendment has been reviewed and approved as to form by County Counsel’s Office. Risk Management has reviewed and approved the contractor’s insurance coverage.

 

VISION ALIGNMENT:

The Agreement with CORA keeps the commitment of: Ensure basic health and safety for all and goal number 8: Help vulnerable people – the aged, disabled mentally ill, at-risk youth and others – achieve a better quality of life. The Agreement contributes to this commitment and goal since CORA provides shelter, transitional housing, legal services, counseling and emergency assistance to battered women and their children who are at risk of physical and emotional harm.

 

FISCAL IMPACT:

The term of this Fourth Amendment is from October 1, 2002 through June 30, 2005. The total additional obligation under this Amendment is $130,000 for a new total of $553,600. Of the $130,000 , $100,000 is funded through the Marriage License and Certificates Trust Fund, $4,500 is funded through Child Welfare Services Fund, $15,000 is funded through CalWorks and $10,500 is Net County Cost. Funds have been included in the FY 2004-05 Children and Family Services Recommended Budget.
