Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

The salary ordinance changes herein represent:

reclassifying two positions,

splitting two full time positions into four half time positions, and

changing the salary rate of one classification.

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification actions represent a monthly salary and benefits cost of $1655 or an annual cost of $19,860.

This amendment has been reviewed by the County Counsel’s Office.

ORGANIZATION 37000 COUNTY LIBRARY

Action:

Change: The salary range of the classification of D147, Director of Library Services from:

Biweekly Salary: $4297.60 - 5372.60

Approximate Monthly Salary: $9312 - 11,640

To: Biweekly Salary: $4512.80 - 5640.80

Approximate Monthly Salary: $9779 - 12,223

Explanation:

This is the salary range adjustment for the Director of Library Services. The County and Library Joint Powers Authority have recently completed a recruitment to fill this position and have a successful candidate. Based on external market data it is appropriate to raise the salary by 5% to the recommended rate to complete the hire process. This action represents a monthly salary and benefits cost of $758 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 57000 AGING AND ADULT SERVICES

Action:

Delete: One position of E443, Estate Property Officer

Biweekly Salary: $1443.20 - 1805.60

Approximate Monthly Salary: $3127 - 3912

Add: One position of E442, Lead Estate Property Officer

Biweekly Salary: $1587.60 - 1986.20

Approximate Monthly Salary: $3427 - 4303

Explanation:

This is the upward reclassification of one existing filled Estate Property Officer position to the classification of Lead Estate Property Officer. The Lead Estate Property Officer will provide lead direction, training and work review to a small group of estate property officer staff assigned to an off-site warehouse and in the community, and provide expertise in the identification, description and estimation of personal property values. This action represents a monthly salary and benefits cost of $508 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

Action A:

Split: Two full time positions of F009S, Patient Care series

Biweekly Salary: $2663.20 - 3148.00

Approximate Monthly Salary: $5771 - 6821

Into: Four half time positions

Same salary range

Explanation:

This is the splitting of two full time Staff Nurse positions into four half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by two.

Action B:

Reclassify: One position of F122S, Physician series

Biweekly Salary: $4392.80 - 5192.80

Approximate Monthly Salary: $9519 - 11,252

To: One position of F127, Supervising Physician series

Biweekly Salary: $4736.80 - 5600.00

Approximate Monthly Salary: $10,264 - 12,134

Explanation:

This is an upward reclassification of one vacant position of Staff Physician to Supervising Physician. This position will be responsible for supervision and program direction of the utilization management program of the Medical Center. These duties are more appropriately classified as a Supervising Physician. This action represents a monthly salary and benefits cost of $1147 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.
