Continuation of Contracts

 

Recommendation

Adopt a resolution authorizing the Controller to continue payments on contracts from July 1, 2004 through December 31, 2004.

 

Background / Discussion

Health Services has a number of contracts for services that expired on or before June 30, 2004 and are pending completion. These contracts, listed in Attachment A of the resolution, will be brought to you for renewal or extension by the end of December.

 

To ensure continued provision of services during this period, it is necessary to authorize the Controller to continue to make payments to these contracts at the existing rates through December 31, 2004. On June 8, 2004 your Board approved a continuing resolution that allowed continuation through September 30, 2004. This resolution allows contractors to meet their commitments in a timely fashion and will allow Health Services the time needed to complete negotiations. This resolution requires that all terms and conditions of the existing agreements are met.

 

Most of the contracts that remain on the continuing resolution are for programs in the Mental Health Division. The reasons for the delay in contract completion are largely due to:

Negotiations with contractors receiving Cost of Living Allowances (COLAs) were delayed. Some contractors are negotiating to provide more services within the 1% COLA approved by your Board in the June budget hearings.

Some RFPs were restructured to support changes in the child welfare system.

Change in availability of physicians.

Board and care homes. Five Board and Care homes contracts are delayed waiting for documents from the operators.

   

Other contracts are well underway but are lacking in one or more element to be complete. Health Services staff are committed to completion of the contracts on the continuing resolution before your Board’s meeting of December 14.

 

Vision Alignment

This continuation of contracts keeps the commitment of Ensuring Basic Health and Safety for All and goal number 8: Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life. It does this by allowing the Controller to continue to make payments on contracts at the existing rates through December 31, 2004 in order to ensure continuous provision of services to residents.

 

Fiscal Impact

Funds for the annual costs of these contracts have been included in the Health Service’s 2004-05 recommended budget.
