Adopt a resolution authorizing the President of the Board to execute an agreement with the Child Care Coordinating Council

Background
|
Supporting the goals and objectives of the Healthy San Mateo 2010 and the national Healthy 2010, the Health Services Agency strives to improve child and adolescent health and well being throughout San Mateo County. Its Pre-3 program, within Family Health Services, is a model of integrated health services provided to expectant parents or families with children to age three in San Mateo County. Started in 1996, the Pre-3 multi-disciplinary staff practices primary prevention and early intervention with families all along the risk spectrum. The main services are case management through home visiting, support groups, parenting classes, and provider training on child health and development.

Pre-3 supports the goals stated in the Healthy San Mateo 2010 and Healthy People 2010 reports by increasing prenatal care, increasing vaccination coverage in the pediatric population, promoting breastfeeding, and engaging in other activities. Pre-3 staff encourage pregnant mothers to see doctors, parents to take children to well-child doctor visits, and new mothers to adopt and to continue breastfeeding.

Discussion
|
The agreement with the Child Care Coordinating Council will provide funding for two Community Workers and authorize child care services for Pre-to-Three clients. The Community Workers will provide direct services such as in-home visits, parent education classes, Touchpoints parent support groups and facilitation for parents to find child care services. This agreement also allows for vouchers for care while parents attend the various education and support groups.

Vision Alignment
|
The agreement with CCCC keeps the commitment to the health of San Mateo County children through goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. The agreement contributes to this commitment and goal by allowing Pre-3 to continue to provide support to parents in high risk families.

Fiscal Impact
|
The term of the agreement is from July 1, 2004 through June 30, 2005 and totals $139,468. Funding is from grants from the First Five Commission and Bella Vista Foundation as well as Medi-Cal Targeted Case Management. Revenue and expenses have been included in the Adopted 2004-05 budget. There is no impact upon net county cost.
