Ninth Amendment to the Agreement with Opportunities Industrialization Center-West (OICW)

 

Recommendation

Adopt a resolution:

 

1.

Waiving the Request for Proposal Process; and

 

2.

Authorizing the execution of an Ninth Amendment increasing the amount by $590,155 changing the total Agreement obligation from $3,233,943 to $3,824,098 and extending the term to June 30, 2005.

 

Background

On July 25, 2000, the Board of Supervisors approved an Agreement with OICW for the purpose of closeout activities for the Job Training Partnership Act (JTPA), and to provide WorkFirst One-Stop Career Center Services. The Board of Supervisors has approved eight previous Amendments; to add Comprehensive Year-Round Youth Services; extend the term of the Agreement; increase the amount of the Agreement; reduce the funds from the One-Stop Career Center Services in Menlo Park for FY 2001-02 to support the expansion of the PeninsulaWorks One-Stop system; increase services through the Jobs Now program and the One-Stop Career Center; extend the Agreement for OICW to offer a course in Medical Billing and Coding instructions, and employability skills training targeted to dislocated workers, and to continue vocational training services for CalWORKs participants.

 

Discussion

This Ninth Amendment increases the amount of the Agreement and extends the term so that there is no interruption of services to the Year Round Youth Program while the Request for Proposal Process is completed. Services under the Year Round Youth Program are being extended to March 31, 2005. Additionally, this Amendment increases funds under the One Stop Career Center to provide continuing services for adult and dislocated workers, and the Jobs Now program. Services under the One Stop Career Center are being extended to June 30, 2005.

 

The Board of Supervisors is being asked to waive the Request for Proposal Process to extend the Youth Services Program under this Agreement so there is no interruption of services. The Request for Proposal is currently in process. Services under the One Stop Career Center should be considered sole source as these services are provided by mandated County partners housed with OICW.

 

County Counsel has reviewed and approved this Ninth Amendment as to form. Risk Management has approved the Contractor’s Insurance.

 

Vision Alignment

The Agreement with OICW keeps the commitments of: Creating opportunities for every household to participate in our prosperity and Sowing the seeds of our future prosperity, and goals number 17 and 19: The skills level of new workers rises with improved K-12 education and training options and All households experience real gains in income. This Agreement contributes to these commitments and goals by providing educational, vocational and support services to youth and by supporting employment and training services, that assist individuals in finding gainful employment and reaching self-sufficiency.

 

Fiscal Impact

This Ninth Amendment extends the term of the Agreement changing it to July 1, 2000 to June 30, 2005 and increases the Agreement by $590,155 for a total obligation of $3,824,098. The additional cost of $590,155 is in the FY 2004-05 Recommended Level Budget and is fully funded as follows: $93,750 from WIA Youth funds, $98,562 from WIA Adult funds, $147,843 from WIA Dislocated Worker funds, and $250,000 from CalWORKs single allocation. There is no Net County Cost.
