Application for Federal Surface Transportation Program Funding for 2005-2006 – Revised

 

Recommendation

Adopt a resolution rescinding Resolution No. 066833, adopted on July 27, 2004, and authorizing the Director of Public Works to submit an application to finance the Resurfacing of Various Streets in the West Menlo Park Area in order to substitute Santa Cruz Avenue for Harkins Avenue as work on Harkins Avenue does not qualify for funding pursuant to the Metropolitan Transportation Commission’s guidelines for Local Streets and Roads Shortfall Second Cycle Federal Funding (Program Funding).

 

Previous Board Action

Adopted Resolution No. 066833 which authorized the Director of Public Works to submit an application to finance the Resurfacing of Various Streets in West Menlo Park Area, including Harkins Avenue.

 

Key Facts

1.

The City County Association of Governments (C/CAG), which administers the allocation of Federal Funding for roads that is made available through the Metropolitan Transportation Commission (MTC), informed us that roads must be identified on the National Highway System in order to qualify for Program Funding.

 

2.

Harkins is not identified on the National Highway System.

 

3.

We are recommending that we substitute Santa Cruz Avenue for Harkins Avenue in order to meet MTC’s requirements.

 

Discussion

We had previously recommended Alameda de las Pulgas, Valparaiso Avenue, and Harkins Avenue for Program Funding as these roads met C/CAG’s published guidelines. C/CAG subsequently informed us of the criteria that roads must also be on the National Highway System in order to qualify for funding and we are therefore recommending the substitution of Santa Cruz Avenue for Harkins Avenue. This substitution will allow us to take full advantage of the Program Funding that will be made available to the County.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to “ensure basic health and safety for all” and Goal Number 7 “maintain the public safety of all residents and visitors,” as applying for the Program Fund will allow us to improve the condition of these roads for the benefit of the public.

 

Fiscal Impact

The total project is greater than the grant amount as the local agency has to provide at least 11.47% of the total project funding. The project is proposed to be financed as follows:

We are proposing to initially finance the project with Road Funds as Program Funds are received on a reimbursable basis. We will appropriate the required funds in the fiscal year that the Program Funds will be made available and reimburse the Road Fund once Program Funds are received.

 

There is no impact to the General fund.

 

A form of resolution that complies with the format as required by MTC has been approved by County Counsel.
