Installation of a Street Light in the Menlo Park Highway Lighting District - 6th Avenue, North Fair Oaks Area

 

Recommendation

Acting as the governing board of the Menlo Park Highway Lighting District (District), adopt a resolution approving the installation of one (1) streetlight on 6th Avenue within the boundaries of the District.

 

Previous Board Action

Adopted a policy of notifying property owners within 300 feet of where a light is proposed to be installed.

 

Key Facts

1.

Section 19160 of the State of California Streets and Highways Code provides that the installation and maintenance of additional lights may be initiated:

   
 

a.

on the motion of the governing board of the district, or

   
 

b.

when a petition signed by twenty (20) or more taxpayers of a lighting district is filed with the district’s governing body.

 

2.

A petition signed by twenty taxpayers requesting the installation of an additional streetlight on 6th Avenue has been submitted to the Director of Public Works.

 

Discussion

We received a request to have an additional streetlight installed in the vicinity of 676 – 6th Avenue, as property owners expressed concern that additional lighting is needed to improve security in the area.

 

Staff field reviewed the area and we believe that the light is warranted as it will be located at the end of 6th Avenue which is also adjacent to the Dumbarton Railroad Spur Line.

 

Property owners within three hundred feet (300’) of the proposed street light installation were sent notifications to determine if there are any objections. No objections were received and the 15-day response period has expired.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, “maintain and enhance the public safety of all residents and visitors” of the Shared Vision Commitment to “ensure basic health and safety for all,” as the installation of the additional street light may aid in deterring acts of vandalism or auto break-ins in this area.

 

Fiscal Impact

The installation of one (1) luminaire will cost approximately $500. The energy cost for one (1) light based on Pacific Gas and Electric's current LS-2A rate schedule, is $3.56 per month. Funds are available in the Menlo Park Highway Lighting District to pay for the initial cost of installation and future energy and maintenance costs for this light. We do not believe the addition of one light will have a significant affect on District finances as the light represents 0.18% of the total lighting fixtures in the District.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
