Recommendation
|
Adopt a resolution awarding and authorizing execution of a contract for electrical distribution system upgrades and the replacement of two restrooms in Memorial Park.

Adopted Resolution No. 066839 on July 27, 2004, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project (Project).

Adopted Resolution No. 066899 on August 31, 2004, rejecting the one bid received and authorizing the Director of Public Works to re-advertise for bids for the Project.

Key Facts
|
The Parks Division of the Environmental Services Agency has confirmed that there are sufficient grant and insurance funds available to finance the proposed work, based on the low bidder’s cost proposal and including contingencies.

|
On September 30, 2004, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

We have reviewed the contract documents and have determined that the affirmative action program of Johnson Mechanical Contractors is in accordance with the current Affirmative Action Guidelines.

Vision Alignment
|
We believe our recommendation is consistent with Goal Number 7, “maintain and enhance the public safety of all residents and visitors,” of the Shared Vision Commitment to “ensure basic health and safety for all,” as the project is part of an overall program to maintain park facilities for the benefit of the public.
|

Fiscal Impact
|
The total estimated cost of construction is $483,500, which includes a contingency of $43,962 (approximately ten percent (10%) of the project costs) as the work is bid on a unit price basis (i.e., per linear foot for conduit, per cubic yard for concrete encasement, etc.). The contingency is used to pay the contractor for any additional material placed for the various bid items, based on the actual quantities used to complete the project.
