Agreement with Edgewood Center for Children and Families

 

Recommendation

Adopt a resolution:

 

A) Approving a waiver of the request for proposal requirement;

 

B) Authorizing the President of the Board to execute an agreement with Edgewood Center for Children and Families; and

 

C) Authorizing the Director of the Health Services Agency to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the type of services and activities provided under the Agreement.

 

Background

Since 1996 Edgewood Center for Children and Families has been providing school based mental health services to San Mateo County children and youth ages five through twelve. Edgewood Center provides three types of school based mental health services to San Mateo County youth: Day Treatment, outpatient mental health services, and Therapeutic Behavioral Services (TBS). On July 13, 2004 our County Manager approved a deferral of the Request for Proposals for school based mental health services until FY 2005-06.

 

Since 1999 Edgewood Center has provided mental health outpatient services to youth and their families under the Mental Health Plan. In May 2004, a Request for Proposals (RFP) for outpatient mental health services provided through the Mental Health Plan was issued. Edgewood Center responded with a proposal, and was selected as a service provider.

 

Discussion

Edgewood will provide the following outpatient mental health services under the Mental Health Plan: Family Treatment, Community Clinic, and Cognitive Behavioral Therapy. Edgewood will provide the following school based mental health services: Day Treatment, outpatient mental health services, and TBS. Services are provided in compliance with regulations as stipulated in the contract between the State Department of Mental Health and San Mateo County. This Contractor is certified as a provider of Medi-Cal mental health services for San Mateo County.

 

Day Treatment services include: psychological assessment; evaluation and plan development; individual, group and family psychotherapy; education/special education programming; occupational, speech/language, and recreational therapies; and psychosocial and functional skills development. Outpatient mental health services are for clients not authorized for Day Treatment, and include medication support services, individual, group and family therapy. TBS is intensive one-to-one behavioral management services for youth at risk of more restrictive placement.

 

Mental Health Services is requesting a one-year waiver of the RFP requirement for school based mental health services at Edgewood Center for Children and Families. Mental Health Services is redesigning AB 3632 mandated mental health services to special education youth in collaboration with the County Office of Education and School Districts for FY 2005-06. Edgewood Center for Children and Families is one of the three current providers of these services.

Vision Alignment

This Agreement with Edgewood Center for Children and Families keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people – the aged, disabled, mentally ill, at risk youth, and other – achieve a better quality of life. The Agreement contributes to this commitment and goal by providing Day Treatment services and TBS for seriously emotionally disturbed youth, and outpatient mental health services.

 

Fiscal Impact

The term of this Agreement is from July 1, 2004, through June 30, 2005. The Agreement has been reviewed and approved by Risk Management and County Counsel.

 

The Agreement maximum is $146,232, which includes $25,000 for outpatient services through the Mental Health Plan. The Agreement maximum has been included in the approved Mental Health Services FY 2004-05 budget. State allocations for AB3632 services will fund 57% or $83,352. The balance of $62,880 is the net County cost.
