SUBJECT:

Second Amendment to an Agreement with Redwood City School District

 

RECOMMENDATION:

Adopt a Resolution authorizing execution of a Second Amendment to the Agreement with Redwood City School District (RCSD) in the amount of $216,914, to reimburse the County partial payment of salaries and benefits for staff out posted at Family Resource Centers. The term of this Agreement is July 1, 2002 through June 30, 2005.

 

BACKGROUND:

In 1998, the Human Services Agency (HSA) and RCSD agreed to provide assistance in the support of the Redwood City Family Centers (formerly the Healthy Start Network) at Taft, Fair Oaks and Hoover schools. The Family Resource Centers provide human services, health services, and educational support and community development activities to a community of 2,000 residents. For the past four years, HSA employs and posts five Psychiatric Social Workers (PSW’s) at the Family Centers; they provide counseling services at these sites. RCSD is the fiscal agent, which oversees these sites and reimburses HSA for part of the salaries and benefits of these positions.

On December 5, 2002, HSA and RCSD entered into a three-year Agreement with funds for FY 2002-03. Funding for future Fiscal Years are to be negotiated by the parties and reflected in the form of an amendment to the Agreement.

On April 20, 2004, HSA and RCSD entered into an Amendment to the Agreement to add funds for FY 2003-04.

 

DISCUSSION:

This Second Amendment to the Agreement is for the reimbursement of partial salaries and benefits for FY 2004-05, for the five PSW’s, that are out posted at the Redwood City Family Resource Centers.

This Amendment has been reviewed and approved as to form by County Counsel’s Office. Risk Management has reviewed and approved the contractor’s insurance coverage.

 

VISION ALIGNMENT:

The Agreement with the RCSD keeps the commitment of: Providing equal access to educational opportunity and goal number 3: All children ages 0-5 years have access to childcare/early learning opportunities that contribute to their entering kindergarten ready to succeed. It also provides for goal number 6: All children grow up healthy in safe and supportive homes and neighborhoods. The Agreement contributes to this commitment and goal since RCSD through their Redwood City Family Centers provides counseling to children and their families and kindergarten readiness programs.

 

FISCAL IMPACT:

The term of this Agreement remains July 1, 2002 through June 30, 2005. This Second Amendment to the Agreement is for the RCSD to reimburse HSA in the amount of $216,914 for salaries and benefits for the five PSW’s positions for FY 2004-05, for a total obligation of $626,921. This revenue has been included in the FY 2004-05 Adopted Budget.
