Approve an Agreement with InnVision - The Way Home for emergency shelter services

Recommendation

Adopt a Resolution:

 

    1. Authorizing the execution of an Agreement with InnVision - The Way Home in the amount of $118,263 for the operations of the Elsa Segovia Center and for emergency and transitional shelter services, for the term of November 1, 2004 through October 31, 2005; and

 

    2. Authorizing the Director of the Human Services Agency to execute subsequent amendments to the Agreement and to make minor modifications to the types of services and activities provided by InnVision - The Way Home under the Agreement, the cumulative cost of which amendments and modifications is not to exceed $25,000.

 

Background

As of July 1, 2004, Clara-Mateo Alliance (CMA) merged with InnVision. Under the new organizational structure, CMA was dissolved as a corporation and has become a division of InnVision. InnVision was established in 1973, and is a leading provider of housing and supportive services for the at-risk and homeless population in Santa Clara County. With the addition of CMA programs, staff and expertise, InnVision will be firmly established as a provider of services for the homeless and at-risk residents of both Santa Clara and San Mateo Counties.

 

Clara-Mateo Alliance, Inc. applied for funding through the Notice of Funding Availability (NOFA) and was recommended for funding by the Housing and Community Development Committee (HCDC) for inclusion in the FY 2004-05 CDBG Action Plan.

 

On May 4, 2004, the Board of Supervisors approved Clara-Mateo Alliance, Inc. for the inclusion in the Community Development Block Grant (CDBG) Action Plan for Fiscal Year 2004-05. Subsequent to the approval, the merger of the two entities took place.

 

Discussion

Through the merger, InnVision continues to provide emergency shelter and supportive services with emphasis on treatment, three meals per day and case management with coordinated access to treatment for all residents. Elsa Segovia Center provides an array of services to meet the needs of homeless and at risk women, children and families.

 

This Agreement has been approved by the County Counsel's Office, and meets U.S. Department of Housing and Urban Development (HUD) regulations. Risk Management has reviewed and approved the Contractor’s insurance coverage.

 

Vision Alignment

This action keeps the commitment to: Offer a full range of housing choices; and goal number 9: Housing exists for people at all income levels and for all generations of families. The action contributes to this commitment and goal by offering mid-term housing assistance to low-income individuals highly motivated to achieving an economic level relatively free of dependence on conventional forms of public assistance.

 

Fiscal Impact

The term of this Agreement is November 1, 2004 through October 31, 2005. The County’s total obligation under this Agreement is $118,263 of which, $80,000 is from CDBG, $37,363 from CalWORKS and $900 from CSAT. This is included in the Office of Housing Approved Budget for FY 2004-05. There is no Net County Cost.
