Application for Federal Surface Transportation Program Funding Pursuant to the City/County Association of Government’s Transit Oriented Development Incentive Program – Pescadero Creek Road

 

Recommendation

Adopt a resolution authorizing the Director of Public Works to submit an application for Federal Surface Transportation Program funding to finance a portion of the cost to resurface Pescadero Creek Road from Dearborn Park Road to 1.5 Miles West of Dearborn Park Road.

 

Previous Board Action

Approved the Colma BART Station Area Plan (Plan) which identified high-density development linked to the BART Station as a goal of the Plan.

 

Key Facts

1.

The County qualifies for $310,000 in federal funding that is being made available through the City/County Association of Government’s (C/CAG) Transit Oriented Development Incentive Program (TOD) as a result of the Colma BART Apartment Associates (Apartment Associates) constructing high density housing on the San Mateo County Transit District (SamTrans) property near the Colma BART Station.

We are recommending that the funds be used on Pescadero Creek Road with a like amount of 1/2 Cent Transportation Funds being used to finance road improvements on El Camino Real adjacent to the SamTrans property in order to meet the time constraints for using the federal funds.

   

3.

We will prepare the necessary agreement with the Apartment Associates for your Board’s consideration if your Board approves the TOD funding for Pescadero Creek Road.

 

4.

A resolution by the governing board of an agency agreeing to commit local dollars to match the grant funds for the project and assuring the project will be built in the specified time frame is a requirement for obtaining TOD funding.

 

5.

The proposed project is part of our overall program to preserve the County maintained road system.

   

Discussion

C/CAG, which administers the allocation of Federal Funding through the TOD program and which is made available through the Metropolitan Transportation Commission (MTC), informed us that projects must be on roads identified as being on the Federal Classification System (FCS) in order to qualify for funding. Pescadero Creek Road is identified on the FCS.

 

The proposed project, totaling approximately 2.5 miles in length, consists of repairing failed pavement areas, and resurfacing of the road within the above-described limits.

 

The project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Coastal Development Permit Exemption (CDX). The CEQA Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, “maintain and enhance the public safety of all residents and visitors” of the Shared Vision Commitment to “ensure basic health and safety for all,” as the project helps to preserve a road which is a part of the County maintained road system.

 

Fiscal Impact

The project will be initially funded with Road Funds which will be reimbursed with the $310,000 in funding through the TOD Program. The total estimated cost of construction is $410,000 and is proposed to be financed as follows:
