RESOLUTION WAIVING THE REQUEST FOR PROPOSAL AND AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND HAGMAN ASSOCIATES ARCHITECTS FOR ARCHITECTURAL SERVICES IN THE REHABILITATION OF THE SAFE HARBOR SHELTER, AND AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY TO EXECUTE SUBSEQUENT AMENDMENTS TO THE AGREEMENT, AND TO MAKE MINOR MODIFICATIONS IN THE TYPES OF SERVICES AND ACTIVITIES PROVIDED BY HAGMAN ASSOCIATES ARCHITECTS UNDER THE AGREEMENT, THE CUMULATIVE COST OF  WHICH AMENDMENTS AND  MODIFICATIONS IS NOT TO EXCEED $25,000

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Hagman Associates Architects are the architects who originally designed the Safe Harbor Shelter in December of 2000; and

WHEREAS, in September of 2003, the Commission on Disabilities presented the Office of Housing with 19 recommended action items to be taken to bring Safe Harbor into compliance with current accessibility requirements; and

WHEREAS, Hagman Associates Architects have developed and submitted the preliminary plans and engineering work for revisions to the Safe Harbor Shelter in coordination with the Shelter operator and the Human Services Agency Office of Housing; and

WHEREAS, the best interest of the County of San Mateo would be served by waiver of the Request for Proposal, in that HAA’s familiarity with the structure, ownership of project data still housed and available within their organizational system and the retrievability of this data will save the County the expense of having another contractor duplicate the initial work; and

WHEREAS, both parties now wish to enter into an Agreement, to provide for Architectural expenses in the Rehabilitation of the Safe Harbor Shelter, for the period of 11/1/2004 to 6/30/2006, for a total obligation of $135,000; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance, an Agreement between the County of San Mateo and Hagman Associates Architects, reference to which is hereby made for further particulars, and the Board of Supervisors has examined and approved the same as to form and content and desires to enter into the same; and

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the RFP process is waived and the President of this Board of Supervisors be, and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

BE IT FURTHER RESOLVED, that the Director of the Human Services Agency shall be authorized to execute subsequent amendments to the Agreement, and to make minor modifications in the types of services and activities provided by Hagman Associates Architects under the Agreement, the cumulative cost of which amendments and modifications is not to exceed $25,000.
