Agreement with Michael Corbett for State Government Liaison Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board of Supervisors to sign an agreement with Michael Corbett for state government liaison services.

 

BACKGROUND/DISCUSSION:

In 1997, after completing a competitive response to a request for proposal (RFP) for state government liaison services, the Board awarded a contract in the amount of $6,700 per month to Michael Y. Corbett. The Board has extended that contract three times and increased the compensation to $7,177 per month. Michael Corbett has successfully managed numerous pieces of special legislation, as well as represented our interest in budget negotiations for the County.

The current agreement with Michael Corbett expires on January 1, 2005.

 

PROPOSED CONTRACT:

The County Manager's Office is requesting the Board extend Michael Corbett's contract for a two year-term to coincide with the 2005/6 State Legislative Session. The compensation would be $7,320 per month, not to exceed a total of $179,680 inclusive of all expenses for the two-year term of the contract. This represents a 2 percent increase.

The specific scope of work and services provided through this contract is reflected in attached Exhibit A.

 

VISION ALIGNMENT:

The agreement with Michael Y. Corbett keeps Shared Vision 2010 commitment of a responsive, effective and collaborative government and goals #20 that government decisions are based on careful consideration of future impact, rather than temporary relief; and # 22 that county and local government effectively communicate, collaborate and develop strategic approaches to issues affecting the entire county.

 

FISCAL IMPACT:

The Net County Cost is $179,680 for the two-year term of this contract. This includes the monthly rate of $7,320 and an annual $2,000 amount for reasonable expenses.
