Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

The salary ordinance changes herein represent:

reclassifying four positions,

adding one new position, and

converting five unclassified positions to classified status.

These actions were approved for study by the County Manager's Office.

This item keeps the commitment of responsive, effective and collaborative government through goal number 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

Fiscal Impact

The reclassification actions represent a monthly salary and benefits cost of $3132 or an annual cost of $37,584.

This amendment has been reviewed by the County Counsel’s Office.

ORGANIZATION 12000 COUNTY MANAGER’S OFFICE

Action:

Reclassify: One position of E475, Agenda Coordinator

Biweekly Salary: $1757.60 - 2196.80

Approximate Monthly Salary: $3808 - 4760

To: One position of E493, Agenda Administrator

Biweekly Salary: $1919.20 - 2400.00

Approximate Monthly Salary: $4158 - 5200

And add one new position of Agenda Administrator

Explanation:

This is the upward reclassification of one existing Agenda Coordinator position to the classification of Agenda Administrator and the addition of one new position of the same classification. These positions provide detailed, complex and critical support to the Board of Supervisors, County Manager’s Office and all County Departments as well as the public, press and related bodies and organizations with respect to tracking and implementing the actions of the Board. The work requires additional support and the classification change and addition of the new position will provide that necessary support. This action represents a monthly salary and benefits cost of $7332 based on filling the positions at the top step in the range. This action increases the total number of authorized positions by one.

ORGANIZATION 30000 SHERIFF’S OFFICE

Action:

Reclassify: One position of B010, Crime Analyst - unclassified

Biweekly Salary: $2067.20 - 2584.00

Approximate Monthly Salary: $4479 - 5599

To: One position of B007, Lead Crime Analyst - unclassified

Biweekly Salary: $2273.60 - 2842.40

Approximate Monthly Salary: $4926 - 6159

Explanation:

This is the upward reclassification of one existing vacant Crime Analyst position to the classification of Lead Crime Analyst. The Lead Crime Analyst will provide lead direction, training and work review to a small group of Crime Analysts working in an off site location that doesn’t have direct technical supervisors. This action represents a monthly salary and benefits cost of $728 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 47300 PUBLIC WORKS FACILITIES SERVICES

Action:

Change: One position of B295, Facilities Services Manager -unclassified

Biweekly Salary: $2907.20 - 3634.40

Approximate Monthly Salary: $6299 - 7875

To: Classified status

Explanation:

This is the conversion of one unclassified position to classified status. The position was originally expected to have a limited term and was established in the unclassified service. Since implementation, however, the position has been integrated into the overall delivery structure and provides ongoing services. As the position is anticipated to fill an ongoing need it is appropriate to convert it to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Change: Two positions of B183, Community Worker - unclassified series

Biweekly Salary: $1214.40 - 1518.40

Approximate Monthly Salary: $2631 - 3637

One position of B182S, Community Program Specialist - unclassified series

Biweekly Salary: $1635.20 - 2687.20

Approximate Monthly Salary: $3543 - 5823

Explanation:

This is the conversion of three unclassified positions to classified status. These positions were originally established through grant funding and were appropriately created in the unclassified service. Since implementation, however, the positions have been integrated into the overall delivery structure and provide ongoing services. As the positions are anticipated to fill an ongoing need it is appropriate to convert them to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Action A:

Reclassify: One position of E337, Office Specialist

Biweekly Salary: $1342.40 - 1678.40

Approximate Monthly Salary: $2909 - 3637

To: One position of E013, Human Resources Technician

Biweekly Salary: $1617.60 - 2022.40

Approximate Monthly Salary: $3505 - 4382

Explanation:

This is an upward reclassification of one vacant position of Office Specialist to Human Resources Technician. This position will be responsible for a variety of highly technical personnel support activities that are more appropriately described by the Human Resources Technician classification. This action represents a monthly salary and benefits cost of $969 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

Reclassify: One position of D184S, Management Analyst series

Biweekly Salary: $1784.80 - 2989.60

Approximate Monthly Salary: $3867 - 6478

To: One position of D060, Financial Services Manager I

Biweekly Salary: $2636.80 - 3296.00

Approximate Monthly Salary: $5714 - 7142

Explanation:

This is an upward reclassification of one currently filled position of Management Analyst to the classification of Financial Services Manager I. This position manages the negotiations and contract management for all contract physicians with the Medical Center and these duties are more appropriately performed at the Financial Services Manager I level. The action represents a monthly salary and benefits cost of $863 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 70000 HUMAN SERVICES AGENCY

Action:

Change: One position of B060, Human Services Supervisor -unclassified

Biweekly Salary: $2179.20 - 2724.00

Approximate Monthly Salary: $4722 - 5902

To: Classified status

Same salary range

Explanation:

This is the conversion of one unclassified position to classified status. The position was originally established under the Workforce Investment Act with federal funds. The funds for this program have increased every year since it’s inception and this position is easily funded within that funding. As such it is appropriate to convert it to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.
