Agreement with Family & Children Services

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an Agreement with the Family and Children Services Agency.

 

Background

Family and Children Services has over a century of experience in providing a wide array of health and social services as well as mental health services to individuals, children and families. Since 1995 Family Services Mid-Peninsula, now Family and Children Services Agency, has been providing mental health outpatient services to youth and their families under the San Mateo County Mental Health Plan (MHP).

 

On September 25, 2001, your Board approved an agreement with this provider for the provision of mental health services to clients of the AIDS Program and their significant others, and for the provision of mental health services through the Mental Health Plan. That agreement was for the term July 1, 2001 through June 30, 2004.

 

Discussion

In May 2004, the Mental Health Services Division issued a Request for Proposals (RFP) for mental health services to individuals with HIV and/or AIDS-related illnesses and their significant others. Family and Children’s Services was the only agency to submit a proposal for these services. They were selected as the agency to provide mental health counseling services to people with AIDS and HIV related illnesses because of this agency’s expertise, multi-cultural focus and ability to provide services in English and Spanish, and their past history as a provider of these services.

 

In May 2004 Mental Health Services issued a RFP for the provision of managed care outpatient mental health services through the MHP. Family and Children’s Services responded with a proposal to provide mental health services to youth and their families that was reviewed and accepted.

 

The term of this Agreement is July 1, 2004 through June 30, 2007. This Agreement has been reviewed and approved by Risk Management and County Counsel.

Vision Alignment

This Agreement with the Family and Children Services Agency keeps the commitment to Ensure Basic Health and Safety for All, and goal number 8: Help vulnerable people – the aged, disabled, mentally ill, at risk youth, and others – achieve a better quality of life. The Agreement contributes to this commitment and goal by providing mental health services to AIDS Program clients and clients receiving services through the Mental Health Plan in San Mateo County.

 

Fiscal Impact

The maximum obligation for this contract is $190,292, which covers the three-year term for both AIDS Program and MHP services. The maximum amount for FY2004-05 is $63,430, which has been included in the Mental Health Services approved budget. Of this amount, $46,764 will be for AIDS Program services funded through a grant from the State Department of Mental Health (DMH). $16,666 has been budgeted for services provided through the MHP. MHP services are funded 100% through federal and state Medi-Cal. Similar arrangements will be in place for FY 2005-06 and FY 2006-07.

 

DMH will provide $140,292 for the three-year term of this agreement for the provision of AIDS Program services. The maximum for services through the MHP is $50,000 for the three-year term. There is no net County cost for these services.
