Cooperative Agreement with Department of Rehabilitation

 

Recommendation

Adopt a Resolution:

 

1.

Authorizing the execution of an Agreement with the Department of Rehabilitation in the amount of $767,190 for the term of July 1, 2004 through June 30, 2007; and

 

2.

Authorizing the Human Services Agency Director to execute future amendments for minor modifications and increases not exceeding an aggregate of $25,000.

 

Background

Since 2002 the County of San Mateo and the Department of Rehabilitation have worked together to provide situational assessment, work adjustment, employment preparation, job development and placement services for County Mental Health consumers. The Department of Rehabilitation has provided funding through a previous Agreement in the amount of $2,072,609.00 and the term of June 30, 2003 through June 30, 2004, in which the County as the contractor has provided such services.

 

Discussion

This new Agreement with the Department of Rehabilitation, in which the County is the contractor, will continue services to County Mental Health consumers through FY 2007. The amount of $767,190, which will be funded by the Department of Rehabilitation is to cover services for FY 2004-05 only, with a cash match of $220,047 to be paid by the County of San Mateo as their portion for services for FY 2004-05. Funding for future years will be in the form of an amendment to the Agreement. This Agreement was delayed by the Department of Rehabilitation and was received by the County in September 2004.

 

Vision Alignment

The Agreement with the State of California, Department of Rehabilitation keeps the commitment of: Creating opportunities for every household to participate in our prosperity and goal number 17: All households experience real gains in income. The Agreement with the State of California, Department of Rehabilitation contributes to this commitment and goal by providing employment training and career growth for Mental Health consumers in San Mateo County.

 

Fiscal Impact

The Agreement with the State of California, Department of Rehabilitation is in the amount of $767,190 for FY 2004-05. The term is July 1, 2004 through June 30, 2007. Funds will be added to the Agreement for FY 2005-06 and FY 2006-07 in the form of amendments. The amount for FY 2004-05 is funded to the County through Employment Services for Mental Health consumers. The County will provide match funds in the amount of $ 220,047 for FY 2004-05 from an existing Memorandum of Understanding with Mental Health. There is no Net County Cost.
