Resolution Accepting Offer of Dedication of a Sewer Main Extension in the Emerald Lake Heights Sewer Maintenance District – Emerald Lake Area

 

Recommendation

Acting as the governing board of the Emerald Lake Heights Sewer Maintenance District (District), adopt a resolution accepting a sewer main extension constructed by William A. & V.F. Sommers (Developers), which will allow sewer service to property owners on Vista Drive.

 

Key Facts

1.

The Developers have completed a sewer main extension of approximately 112 linear feet and have offered to dedicate the extension to the District for operation and maintenance.

 

2.

The facilities were constructed within public right-of-way from 643 Vista Drive to 651 Vista Drive to District Standards and we believe they should be accepted as District facilities.

 

Discussion

The Developers constructed the sewer main in accordance with plans reviewed and approved by District staff.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to “ensure basic health and safety for all;” and Goal Number 7, “maintain and enhance the public safety of all residents and visitors” as the sewer main, once accepted, can be used in providing sewer service to other properties in the area.

 

Fiscal Impact

The sewer main extension was constructed entirely at the Developer’s own cost and expense. The cost of operation and maintenance of the new facilities will be at the District’s expense and will be funded through sewer service charges levied on properties within the District. There is no impact on the General Fund.

 

A form of resolution has been approved by County Counsel and the Developer has executed the Offer of Dedication.
