RESOLUTION

A.

TO ACCEPT A FIVE-YEAR GRANT FROM DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), CENTER FOR SUBSTANCE ABUSE TREATMENT (CSAT), GRANT NUMBER 1 H79 TI 16683-01 TO PROVIDE SUBSTANCE ABUSE TREATMENT FOR THE HOMELESS IN THE AMOUNT OF $1,991,088 FOR THE PERIOD OF 9/30/2004 to 9/29/2009; AND

B.

TO WAIVE THE REQUEST FOR PROPOSALS (RFP) PROCESS AND AUTHORIZE ALCOHOL AND OTHER DRUG SERVICES TO INITIATE FIVE-YEAR CONTRACTS WITH THE SERVICE PROVIDERS DESIGNATED IN THE GRANT APPLICATION; AND

C.

TO AUTHORIZE THE HUMAN SERVICES AGENCY DIRECTOR TO EXECUTE AGREEMENTS WITH SERVICE PROVIDERS DESIGNATED IN THE GRANT APPLICATION, AND TO EXECUTE AMENDMENTS TO THE DHHS/CSAT GRANT ON BEHALF OF THE COUNTY OF SAN MATEO. HOWEVER, AS TO EACH AGREEMENT, SUCH AUTHORITY IS LIMITED TO:

 

a.

REDUCING THE COUNTY’S MAXIMUM FISCAL OBLIGATION IN THE EVENT THERE IS A COMMENSURATE REDUCTION IN THE FUNDING RECEIVED BY THE COUNTY; AND

b.

INCREASING THE COUNTY’S MAXIMUM FISCAL OBLIGATION IN THE EVENT THERE IS A COMMENSURATE INCREASE IN FUNDING RECEIVED BY THE COUNTY; HOWEVER, SAID INCREASE SHALL BE LIMITED TO A TOTAL OF $25,000 PER AGREEMENT; AND

c.

REALLOCATING FUNDING AND UNITS OF SERVICE BETWEEN THE DIFFERENT CONTRACTED MODALITIES AS LONG AS THE CHANGES HAVE NO IMPACT ON THE COUNTY’S MAXIMUM FISCAL OBLIGATION.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the Human Services Agency Alcohol and Other Drug Services has been awarded a five-year grant to provide a spectrum of substance abuse treatment services to persons at the Maple Street (Shelter Network), and Safe Harbor (Samaritan House) shelters in San Mateo County; and

 

WHEREAS, the Human Services Agency (HSA) is requesting that the Board of Supervisors to accept a five-year grant from Department of Health and Human Services (DHHS), Center for Substance Abuse Treatment (CSAT), grant number 1 H79 TI 16683-01 to provide substance abuse treatment for the homeless in the amount of $1,991,088 for the period of 9/30/2004 to 9/29/2009; and

 

1WHEREAS, the HSA is requesting that the Board of Supervisors waive the Request for Proposal Process as it is in the County’s best interest to continue to contract with those pre-selected service providers designated in the grant application based on the DHHS pre-selection preference, and in order to provide stability to the network of services provided to the clients; and

 

WHEREAS, this Board has been presented with an agreement pursuant to which the County can receive such funds from the DHHS/CSAT Grant number 1 H79 TI 16683-01, and said Board has examined and approved same as to both form and content and desires to enter into the same.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors is hereby authorized and directed to accept said funds from the DHHS/CSAT Grant number 1 H79 TI 16683-01 pursuant to the terms of the grant agreement, for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

   

BE IT FURTHER RESOLVED that the request for proposal process be waived with respect to Alcohol and Other Drug Services as it is in the County’s best interest to continue to contract with those pre-selected service providers designated in the grant application based on the DHHS pre-selection preference; and

   

Human Services Agency Director is hereby authorized to execute five-year agreements with the service providers designated in the grant application, and to execute Amendments to the DHHS/CSAT Grant on behalf of the County of San Mateo. However, as to each agreement, such authority is limited to:

   

a.

Reducing the County’s maximum fiscal obligation in the event there is a commensurate reduction in the funding received by the County; and

b.

Increasing the County’s maximum fiscal obligation in the event there is a commensurate increase in funding received by the County; however, said increase shall be limited to a total of $25,000 per agreement; and

c.

Reallocating funding and units of service between the different contracted modalities as long as the changes have no impact on the County’s maximum fiscal obligation.
