Execution of an amendment to the agreement with Baxter Healthcare, Inc.

 

Recommendation

Adopt a resolution authorizing the execution of an amendment to the agreement with Baxter Healthcare, Inc. for software support to extend the term to January 1, 2006 and to increase the maximum contract obligation to $596,277.

 

Background

On July 13, 1999, your Board approved an agreement with Autros Hospital Systems Inc. to provide pharmacy software for the San Mateo Medical Center. In early 2000, the Autros system was implemented for inpatient pharmacy. Since the 2000 implementation Baxter has acquired Autros Hospital Systems, Inc. Baxter/Autros has been working with the San Mateo Medical Center supplying application support and programming for the Pharmacy system.

 

Discussion

Extension of the Baxter contract term from January 1, 2005 to January 1, 2006 will provide the Medical Center with continued 24/7 software support. In order to support the extended contract term, an increase of $46,277 is required, raising the not to exceed amount to $596,277. This agreement provides support for the pharmacy department staff as well as ISD analysts and technical staff. Baxter will also continue to work with the Medical Center to schedule upgrades which will keep the pharmacy at the most current supported version of software. Being on the current version of software enables the medical center to move forward with additional/new software modules.

We are requesting a waiver of the Equal Benefits Ordinance with Baxter Healthcare as they provide and support proprietary patient care applications, critical to the success of San Mateo Medical Center Pharmacy operations. This waiver is necessary and in the best interest of the County as there is no immediate replacement for this vendor. Although this vendor does not currently offer Equal Benefits, they are expected to comply to this ordinance by 2006.

 

Vision Alignment

The contract with Baxter keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This contract contributes to this goal because it helps the department provide better service to the community.

 

Fiscal Impact

There is no net County cost. Funding in the amount of $46,277 for this agreement is included in the ISD Adopted 2004-2005 and 2005-2006 budgets.
