Agreement with Children’s Health Council

 

Recommendation

Adopt a resolution:

A) Approving a waiver of the request for proposal requirement;

 

B) Authorizing the President of the Board to execute an agreement with Children’s Health Council; and

 

C) Authorizing the Director of the Health Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the type of services and activities provided under the Agreement.

 

Background

For over 10 years Children’s Health Council (CHC) has provided intensive school-based mental health services for San Mateo County children with complex emotional, behavioral, and developmental problems. Children placed at CHC have been referred jointly by Mental Health Services and local school districts. These youth need mental health services to benefit from their special educational programs and they cannot be maintained in public school. The Mental Health Services Division is responsible for providing those services under Government Code, Title 1, Division 7, Chapter 26.5.

 

Discussion

CHC will provide services to an average of 14 youth per month for 11 school months. Services will include medication assessment and treatment, classroom interventions, individual therapy, group therapy, case management, crisis intervention, and referrals to community services.

 

Mental Health Services is requesting a one-year waiver of the RFP requirement for school-based mental health services at CHC. Mental Health Services is redesigning AB 3632 mandated mental health services to special education youth in collaboration with the County Office of Education and School Districts for FY 2005-06. CHC is one of the three current providers of these services. On July 13, 2004 our County Manager approved the deferral of a Request for Proposals for school-based mental health services until FY 2005-06.

Vision Alignment

This Agreement with CHC keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at risk youth, and others - achieve a better quality of life. The Agreement contributes to this commitment and goal by providing school-based mental health services for emotionally and behaviorally disturbed children and adolescents.

 

Fiscal Impact

The term of this Agreement is July 1, 2004 through June 30, 2005. The Agreement has been reviewed and approved by Risk Management and County Counsel.

 

CHC was granted a 1% COLA for FY 2004-05 which is reflected in the Agreement maximum of $205,313. It is expected that State and federal Medi-Cal funds will cover $14,783 of the costs. State allocations for AB3632 services will fund $107,379. Sales tax through realignment will cover $2,052. The net County cost is $81,099, which is included in the FY 2004-05 approved budget.
