Agreement with Prins, Williams & Associates, LLC

 

Recommendation

Adopt a Resolution:

A)

Authorizing the President of the Board to execute an agreement with Prins, Williams & Associates, LLC; and

B)

Authorizing the Director of the Health Services Agency to execute subsequent amendments and minor modifications not to exceed the aggregate of $25,000 and to make minor changes in the types of services and activities provided under the agreement.

 

Background

Prins, Williams and Associates, LLC has provided research and evaluation services for the Mental Health Services Division since 1999. On September 17, 2002, your Board approved an agreement with this contractor for these services for FY 2002-03. On September 12, 2003, your Board approved an amendment to that agreement, extending the term through June 30, 2004. That agreement is currently on the continuing resolution.

 

Discussion

In June of this year Mental Health Services issued a Request for Proposals for the provision of research and evaluation services. Three proposals were received, and Prins, Williams & Associates, LLC was selected to provide these services.

 

Federal and state programs require Mental Health Services to submit a range of evaluations and reports on program outcomes. In addition, Mental Health’s program quality efforts and evidence-based practices approach require extensive research and evaluation data. Evidence based practice includes the selection, implementation and tracking of treatment practices based on the scientific evidence of their efficacy.

 

This agreement has been reviewed and approved by Risk Management and County Counsel.

Vision Alignment

This agreement with Prins, Williams & Associates, LLC keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The agreement contributes to this commitment by providing research and evaluation services to ensure the quality of mental health services.

 

Fiscal Impact

The term of the agreement is July 1, 2004, to June 30, 2006.

 

The agreement maximum is $350,119, with maximums of $157,219 for FY 2004-05, which is included in the approved budget, and $192,900 for FY 2005-06. For FY 2004-05, State and federal Medi-Cal will fund $72,321, the SAMSHA block grant will fund $31,131, CSOC will fund $1,500, and the Wrap Pilot grant will fund $500. The balance of $51,767 will be funded by realignment. Similar funding arrangements will be in place for FY 2005-06. There is no net County cost.
