Resolution Authorizing an Application for Transportation Development Act Funds to Partially Finance Upgrades to Existing Traffic Signal Systems - Various Locations County Wide

 

Recommendation

Adopt a resolution authorizing the Director of Public Works to submit an application for Transportation Development Act (TDA) Funding to upgrade the pedestrian related equipment of existing signal systems at various locations throughout the County.

 

Key Facts

1.

The City County Association of Governments (C/CAG) administers the allocation of TDA Funds that are made available through the Metropolitan Transportation Commission (MTC) and which can only be used to finance bicycle or pedestrian related projects.

   

2.

C/CAG has announced that TDA funds are available on a competitive basis for the 2005/06 fiscal year.

   

3.

C/CAG requires that a resolution of the local agency’s governing board endorsing a proposed project must be submitted with the grant application in order for the project to be considered for funding.

   

4.

The proposed project is supported by the County’s Commission on Disabilities.

   

Discussion

We have prepared a TDA grant application to finance up grades to the signal systems at ten (10) intersections in the County by installing large diameter pedestrian push buttons, audible signals, and visual count down walk/don’t walk signal heads. We believe that the project will be competitive for TDA funding as it will aid all pedestrians using these intersections including the disabled.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to “ensure basic health and safety for all” and Goal Number 7 “maintain the public safety of all residents and visitors,” as grant funding, if approved, will improve intersection signals systems for the benefit of the public.

 

Fiscal Impact

We are proposing to initially finance the project with Road Funds as TDA Funds are received on a reimbursable basis. We will appropriate the required funds in the fiscal year that the TDA Funds are made available and reimburse the Road Fund once TDA Funds are received.

 

There is no impact to the General Fund.

 

A form of resolution that is required by MTC has been approved by County Counsel.
