SUBJECT:

Agreement with On-Site Dental Care Foundation to Provide Dental Services to San Mateo County’s Homeless Population

 

Recommendation

Adopt a Resolution authorizing the execution of an Agreement with Onsite Dental Care Foundation to provide dental services to San Mateo County’s homeless population, for the term of November 1, 2004 to October 31, 2005, in the amount of $198,575, no net county cost.

This Agreement contributes to this goal by reducing the obstacles that exist in providing services to Homeless individuals. Most of these obstacles will be eliminated and homeless individuals will have better access to dental services.

Background

San Mateo Medical Center was awarded the Health Care for the Homeless (HCH) grant from the federal Bureau of Primary Health Care of the Health and Resource Services Administrative to provide primary care, dental care, outreach, health education, case management, and supportive services to the San Mateo County’s homeless population.

HCH is designed to assist homeless adults, families and youth with access to and use of the San Mateo Medical Center’s continuum of primary care, dental care, mental health, substance abuse, and other support services.

 

Discussion

In Winter 2004, the HCH Advisory Committee developed a strategic plan for the HCH Program. The goals of the Strategic Plan include: 1) Serve a large portion of the homeless population who are on the street or in shelters; 2) Provide one or more of the following services to homeless individuals: primary care services, dental care services, substance abuse and mental health treatment; 3) eliminate barriers and provide better access to services by outreaching to homeless individuals.

A Request for Proposal process followed and based on the priorities of the strategic plan, the HCH Advisory Committee chose to continue to fund five current contractors and provide funding to one new agency, Onsite Dental Care Foundation (OSDCF), which will provide dental care services to 455 homeless individuals.

County Counsel and Risk Management have both reviewed and approved this Agreement.

 

Fiscal Impact

The term of this Agreement is November 1, 2004 through October 31, 2005. The maximum amount of this Agreement is $198,575. All funds for this Agreement are provided by the HCH grant. Expenditures and grant revenue for this Agreement are included in San Mateo Medical Center’s 2004-05 Adopted Budget. There is no Net County Cost.
