SUBJECT:

Resolution Confirming that Unspent Funds from the 1993 Jail Bonds and the 1995 Capital Project Bonds Were Transferred to the Health Center Project

 

Recommendation

Adopt a resolution confirming that the unspent funds from the 1993 Jail Bonds and the 1995 Capital Project Bonds were transferred to the Health Center Project.

This activity contributes to the goal because it allows San Mateo Medical Center to continue to receive reimbursement for services that are being provided to Medi-Cal and indigent patients.

 

Background

The Health Center Project was funded by the 1994 Lease Revenue Bonds. Due to cost overruns, additional funding was needed and with the assistance of California Financial Services, it was determined that it would be more cost effective to transfer unspent funds from the 1993 Jail Bonds and the 1995 Capital Project Bonds to the Health Center Project, rather than issue new bonds.

Debt service related to the Health Center Project is reimbursable from the Department of Health Services (DHS) under SB1732 Construction Renovation Reimbursement Program (CRRP).
On March 24, 1998, unspent funds from the 1993 Jail Bonds and the 1995 Capital Project Bonds were transferred to the Health Center Project. Prior to FY 2003, DHS officials accepted a verbal accounting and paid the annual claims without written documentation. From FY 2003 and going forward, DHS will decline to reimburse San Mateo County the debt service related to the 1993 Jail Bonds transfer without a Board of Supervisors’ resolution related to this transaction.

 

Discussion

This resolution will enable SB1732 reimbursement for the 1993 Jail Bond portion to be claimed from July 2003 and ongoing.

 

Fiscal Impact

This will result in additional cash receipts of approximately $100,000 per fiscal year from FY03-04 to future fiscal years.
