RESOLUTION CONFIRMING THAT UNSPENT FUNDS FOR THE 1993 JAIL BONDS AND THE 1995 CAPITAL PROJECT BONDS WERE TRANSFERRED TO THE HEALTH CENTER PROJECT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, due to the Health Center Project construction delays, the cost of the project exceeded the original architect’s estimates used to establish the size of the financing of the 1994 Lease Revenue Bonds; and

WHEREAS, debt service related to the Health Center Project is reimbursable from the Department of Health Services (DHS) under SB1732 Construction Renovation Reimbursement Program (CRRP); and

WHEREAS, on March 24, 1998, unspent funds from the 1993 Jail Bonds and the 1995 Capital Project Bonds were transferred to the Health Center Project; and

WHEREAS, prior to FY 2003, DHS officials accepted a verbal accounting and paid the annual claims without written documentation; and

WHEREAS, from FY 2003 and going forward, DHS will decline to reimburse San Mateo County the debt service related to the 1993 Jail Bonds transfer without a Board of Supervisors’ Resolution related to this transaction;

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to confirm the transfer of the 1993 Jail Bonds and the 1995 Capital Project Bonds to the Health Center Project for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signatures thereto.
