Resolution Authorizing the Installation of Speed Humps on Sharon Road (County Road No. 542) if Said Speed Humps are Financed with Other than County Funds - West Menlo Park Area

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board adopted Procedures for the Installation of Speed Humps/Dips on County Maintained Roads (“Procedures”); and

 

WHEREAS, the Department of Public Works conducted traffic surveys on Sharon Road, County Road No. 542 (Sharon Road) which confirmed that the speed of traffic on Sharon Road meets the criteria in the Procedures, as more than twenty percent (20%) of all traffic travels five (5) miles per hour over the 25 mile per hour residential speed limit; and

 

WHEREAS, a petition of the majority of the property owners on Sharon Road was not submitted within the time frame specified for the Department to consider the request for speed humps on Sharon Road with requests for speed humps from property owners on other County maintained roads; and

 

WHEREAS, there has been presented to this Board a request that this Board consider approving the installation of speed humps on Sharon Road that would be financed with other than County funds; and

 

WHEREAS, this Board has considered said request and is willing to approve the installation of speed humps on Sharon Road if said speed humps are financed with funds other than County funds.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

 

1.

This Board hereby approves construction of speed humps on Sharon Road pursuant to the “Procedures for the Installation of Speed Humps/Dips on County Maintained Roads,” dated October 1, 2003, provided that no County funds are used to finance the construction of said speed humps.

 

2.

The County makes no guarantees that the installation of said speed humps will reduce the speed of all traffic on Sharon Road to within the prima facie speed limit or to a speed that is satisfactory to the property owners.

 

3.

The Director of Public Works shall determine the appropriate number, spacing and design of speed humps, including appropriate striping, legends and signs.

 

4.

The Director of Public Works shall not commence construction of speed humps until the funds necessary to construct said speed humps, currently estimated to be $2,400 per speed hump, which includes the construction and signing of a speed hump and the $400 administrative fee previously approved by this Board, are deposited with the Director of Public Works.

 

5.

Said authorization to construct said speed humps shall terminate six months from the date of adoption of this resolution if said funds as described above are not paid within said six months.

 

6.

The Director of Public Works shall only accept a payment of the funds to construct said speed humps in a lump sum payment in cash or by a single check, as the property owners are responsible for determining how costs will be apportioned and the funds collected.

 

7.

The Director of Public Works shall monitor the effectiveness of the speed humps and evaluate any impacts that the installation of the speed humps may have on traffic on other County maintained roads in the immediate area.
